Premier Attacks Presidential System

Prime Minister Kim Jong Pil on September 28 commented, 'The present presidential system is one which never takes charge of any responsibility.'
Kim recieved his honorary Ph.D degree from Myungji University and asserted his strong views in his reception address titled 'The Way in Which Korean Politics Should Go'.
He said, 'We should strive for a cabinet system which can take all the necessary obligations under the leadership of a prime minister. The president-oriented structure causes a lack of responsibility in which nobody is held accountable for any mistakes.That is exactly the reason why all the past presidents and the country itself, historically, have become miserable.'
The premier continued, 'An election system which does not require large amounts of money can solve the crippling problem of regionalism, which in turn can provide for the future unification of the Korean Penninsula. This system is the cabinet system. However I would not insist upon a change right now due to the recent economic situation which has been falling into a deep recession.'
