Evidence of Torture Found in "Shooting Plot" Investigation

The National Institute of Scientific Investigation (NISI), on October 12, notified the court of conclusive results from their examination of torture allegations brought by defendants in the 'Panmunjon Shooting Plot'. An investigation was launched last week to determine whether or not officials from the Agencies of National Security Planning (ANSP) used torture to extract confessions. The report hinted at the possibility of torture tactics, saying that some of the wounds were from external blows.
The court said, 'We will not open to the public the report until the end of the case.' In regards to the photograph of Chang Suk Jung, a victim of the 'Panmunjum Shooting Plot', the report said that the bruises in the picture were made by external force and not self-inflicted.
A source at the NISI said, 'The court will judge whether or not the bruises were connected to torture. The bruises discoloring suggest that the picture was taken seven to 10 days after the bruises were made.' More controversy is predicted because his comment coincided with Jang's argument which said that investigative officials beat Jang from September 5 to 7 and lawyers took this picture on September 14.
The report also said, 'There was puss from an infected left knee wound.' This refuted the intelligence agency's argument which said that if officials tortured the defendant in the beginning of September, the wound would not be there now. Han said in the prosecutor's office, 'ANSP officials made me kneel while they tortured me.'
