Aftermath of the Korea-US Car Agreement

What will happen after the agreement on the automobile market between Korea and the United States has been concluded on October 20?
The Korean car industry is expecting that the demand for Korean made cars as well as foreign cars will increase according to this agreement.
Because from early next year at the latest, the taxes on cars will be diminished by anywhere from 1.4% to 8.3% depending on engine displacement. In addition the special consumption tax exemption priviledges for cars which was originally planned to end in July, 1999 were extended until 2005.
The government intends to implement this agreement within the year at the earliest or early next year at the latest, after passing related laws.
Korean importers of foreign cars are also saying that this agreement will create a positive effect by increasing the demand for foreign cars. In case of big cars with more than 2,500 cc engines, the tax mitigation ratio is comparatively large. Accordingly, the demand for imported cars, which are almost all greater than 2,500 cc, should increase because of comparatively lower prices.
Approximately 30% of cars with engines larger than 3,000 cc sold in Korea are imports.
In the Korean car market, from January to August, 575 cars made in the U.S. and 1,063 European ones were sold, only 0.46% among all cars sold in Korea for the same time.
Whereas, in this agreement, the current 8% tariff for imported cars will be maintained.
According to this agreement, mitigated taxes and decreased rates (in parenthesis) are as follows: above 3,000 cc (150 won per cc, 40.5%), 2,500~3,000 cc (90 won , 29%), 2,000~2,500 cc (30 won, 12%), 1,500~2,000 cc (20 won, 9.1%), 1,000~1,500 cc (20 won, 12.5%), 800~1,000 cc (20 won, 16.7%) and below 800 cc (20 won, 20%)
