High-tech and Foreign Factories to be Approved in Seoul and Kyonggi Province

The government is considering approving foreign companies and high-tech businesses the right to establish factories in Seoul and Kyonggi province before a December 2001 moratorium. Currently, chaebols cannot build new factories in these areas.
The Regulation Reform Committee also plans to revise the licensing system for patents, tax, and customs. Until now, retired officials who served related official agencies can serve and be licensed as patent attornies and tax accountants among other professions. However, the government plans to make officials receive examinations like other applicants.
Furthermore, when cultural relics or archeological sites are discovered, in order to prevent construction from halting, the government will make it obligatory for construction firms to thoroughly inspect and check whether or not there are relics before they start to build.
