Massive Change in Gov. Organization

The government, on October 28, announced that it will introduce a massive reshuffling to its hiring and promotion system which has long been enjoying automatic promotions once they are hired.
The Central Personnel Committee will be for the first time placed under government control and 30% of administrative jobs will be done on an outsourcing basis.
This massive reform act, if passed in the National Assembly, will be put into operation next year.
The Committee has the right to appoint new governmental officials which means ministerial power will be relatively less than before.
Moreover the government will appoint 200 professional positions higher than directors to make a more competitive system.
Kim Jung Kil, Minister of Government Administration and Home Affairs said, 'The contract engagement system will bring a more hard working atmosphere into official society for it rules out automatic promotions, and we will stick to this reform.'
The government is also considering introducing a salary cap and incentive system from 1999.
