Kim-Jiang Agree to Improve Cooperation

President Kim Dae Jung and Chinese President Jiang Zemin agreed to cooperate more than they do now and build upon their present relationship.
The two leaders held summit talks in Beijing on November 12 and agreed to various measures.
The two countries will announce at 10 a.m. on November 13, a joint-communique which the two leaders signed.
In the communique is expected to include ways in which the two countries can promote close cooperation in politics, security, culture and people-to-people exchanges and make an effort to correct the issue of trade imbalances. The communique will also include proposals for 34 concrete cooperative businesses.
President Kim emphasized that both countries need to upgrade their relationship. Responding to the suggestion, Chinese President Jiang answered, 'Both countries need to make an effort to set up a partnership that looks ahead to the far future.'
Concerning North Korea, President Kim said, ' The North is changing in a positive manner their attitude towards the 'four party talks'.'
President Jiang replied, ' It is important to be lenient and consider the circumstances involved with North Korea. We should avoid any provocations with the North.'
President Kim formally invited President Jiang to Korea and President Jiang accepted the invitation and announced that he will visit Korea at some point in the future.
Regarding President Kim's suggestion of setting up a Korean consulate in Shenyang where there is a large ethnic Korean community, President Jiang said, ' I hope that related authorities will try to do that.'
After the summit, foreign ministers of the two countries signed letters for a mutual legal assistance treaty, a multiple visa issuance agreement and a memorandum outlining youth exchanges.
