Threatening Driving is a Crime

A decision of the court that threatening driving is a crime has come out for the first time.
Choi Jae Hyung, the jurist for a criminal case at Seoul District Court, issued ,on November 16, a 2 million won fine against Mr. Chung ( tourism bus driver) who drove in a threatening manner toward Mr. Kim who filed the suit.
Mr. Kim and Mr. Chung were driving with their cars respectively near Shingal Interchange on the YoungDong Expressway at 8:30 a.m. on August 28 in 1997.
Mr. Kim changed lanes and cut in front of Mr. Chung. Mr. Chung began driving in an aggressive manner toward Mr. Kim.
Mr. Chung followed Mr. Kim for a long time, periodically using his car's high beams, and frequently sounding his car horn.
What was worse, and a criminal action, Mr. Chung blocked the way by abruptly cutting in front of Mr. Kim and forcing Mr. Kim to pull his car over by steering his bus into Mr. Kim's car.
The jury said in the ruling, ' Mr. Chung did not physically harm Mr. Kim. But he definitely threatened and terrified Mr. Kim.'
