No Unauthorized Development in Green Belt

The Ministry of Construction and Transportation announced on November 18 that all the green belt lands in the nation must be governed by a pre-deal contract which takes effect from November 25 to January 2001.
The land law means that owners need to obtain a mayor's approval before building, selling, developing or anything else on land that is designated part of a green belt. If not abided by, the offender will be charged either less than two year's imprisonment or 30% of the land's value in fines.
However, small plots of land will not have to get the permission.
This is for limiting reckless development and to prevent indiscreet speculation in the future.
The estimated value of property that is part of green belt areas is 30 billion dollars and the number of different owners is 740,000.
