Government Directors to be Recruited Externally

About a quarter of senior government officials at the director level will be selected through an open competition basis, a government source announced on December 25.
A sub-committee was formed under the auspices of the Budget Planning Committee(BPC) and it will evaluate governmental management processes.
BPC has tentatively determined that approximately 200 positions out of a total of 800 at the director level should be recruited from external sources.
A source from the BPC asserted on December 25, 'After an objective evaluation, the positions to be changed will be decided.'
This format is very popular in most developed countries but a first in the Korean civil service. However, the exact terms of the new format has not been fixed yet.
BPC will hear suggestions from various ministries such as the Ministry of Finance and Economy and the Ministry of Construction and Transportation on a variety of issues and have further discussion in January 1999.
