President Kim to Address The Nation in January 99

President Kim Dae Jung on December 30 decided to give a state of the union address at the National Assembly in early January 1999 instead of holding a new year's press conference.
He ordered the ruling National Congress for New Politics'(NCNP) representatives to discuss an Assembly schedule with the opposition Grand National Party(GNP). They will have to agree on convening a temporary session for the address.
Kim told Cho Se Hyong, the acting NCNP president, 'Directly go to the Assembly and outline my intentions to give an address to the nation and my opinion that this is a better way in terms of democracy.'
Former presidents, Park Chung Hee and Chun Doo Hwan, had traditionally given new year's addresses to the nation every January.
Cho said to reporters, 'It is appropriate to have all ruling and opposition members participate in the address. We'll be planning to have a one day temporary assembly session for the address.'
