Expert Police System to be Introduced Next Year

A specialized police system will be introduced that will ban any police officer with a poor disciplinary record or incidents of corruption from being promoted to the commander ranks from next year.
The National Police Agency reported on May 9 a personnel reform plan to be executed from next year.
According to the plan, the deployment of police personnel will be changed into a specialized system, which distinguishes the expertise needed in such sections as investigation, criminal, intelligence, and transportation from the general division. The new system will end the current circulating personnel system which allows officers to work in any section.
The police officers in the specialized sections will be separately recruited and trained as well as posted and promoted. Individuals who work in the specialized sections will be guaranteed promotion to at least the rank of police superintendent and have secure employment to retirement age. Whereas, the general division will still be under the current system's guidelines.
The agency plans to exclude people who have disciplinary records stemming from corruption, regardless of their ability and grade, from being appointed a section chief in those sectors which directly deal with the public such as investigation, criminal and transportation.
The police will also establish a Citizens Complaint Bureau in every police station to swiftly handle any civilian complaints.
