Local Leaders Ask for Right to Appoint Police Head

Local leaders, including mayors and governors, have officially asked central government for the right to designate their regional police heads.
Koh Kun, Mayor of Seoul, reported on Tuesday his proposal to President Kim Dae Jung in the cabinet meeting held at the Blue House (Chong Wa Dae).
Koh also asked for the creation of a local consumption tax as an additional revenue source, which is to be 3 percent on top of value added tax.
Those proposals are some of the 17 suggestions which were gathered in the national local autonomy leaders' meeting in Inchon on June 7, and they basically indicate the wish for a power shift to regional government.
Prime Minister Kim Jong Pil replied with reference to this, 'The foundation of grass-roots democracy is the automatic right of the resident. We will concentrate on fostering this right as much as possible, while encouraging contact between regional and centralized parties as well.'
However, Kang Bong Kyun, Minister of Finance and the Economy, objected to the establishment of a new local tax, saying it would not be helpful for any regional government except that in Seoul.
