Kim Stresses Return to Multi-Constituency System

President Kim Dae-jung Sunday emphasized his desire to reintroduce the multi-constituency system, under which more than 2 congressmen would be elected per district, replacing the current single-constituency structure.
Kim was interviewed by local newspaper Domin Ilbo (North Cholla province) and stressed, 'This change is necessary to avoid a repetition of the problems of regionalism during the 16th general election scheduled for April 2000.'
He said that political stability is the most important issue at the moment and that the current South-North Korean mutual relationship in the areas of religion, culture, education and economic cooperation is quite firm, if not 100 percent perfect.'
Kim added, 'Consistency, patience and sincerity are the only ways to drag the North to the negotiating table under our sunshine policy.'
Kim also promised that the south-western province of Chollabuk-do which includes Chunju, Kunsan and Janghang cities will be extensively developed including the declaration of a free export region and the construction of a new freeway.
