Government Considers Changing Methods of Selecting Public Officials

The Civil Service Commission (CSC) has decided to change the government's current procedures in employing public officials, amend their wage systems, and revise provisions on their employment contracts in the year 2000.
According to the Commission on November 20, the government has actively considered changing the current systems governing the employment of high-ranking public officials, in order to select officials valuable in the information society of the 21st century.
To do so, the CSC will complete research concerning the changes in the government's employment systems by the end of the year, and put them into effect two or three years later after revising provisions related to the system in the first half of next year.
The government plans to develop a new examination for the selection of public officials, which will gauge both an applicant's ability and aptitude to fulfil the requirements of a public position.
The commission has also decided to change the public officials' wage system from next year after preparing proposals on the changes by the end of 1999.
