Requirements a for Inter-Korean Summit Meeting

Will the summit meeting between the two Koreas be held? With President Kim Dae-jung continuing to pay compliments to his counterpart, Kim Jong-il, we can assume that the government is up to something. Chong Wa Dae (the Bluehouse) denies such allegations, but there is talk of a trilateral meeting between South Korea, North Korea, and China in the works.
A high-level meeting will succeed only when problems are addressed in a specific and detailed manner. In the case of a South-North summit meeting, both sides are mired in numerous, complicated issues. The proposal of disarmament and peaceful coexistance is too general and vague to bring the two sides together.
Then there is the problem of the U.S., which is still on guard and eager to be the main player in negotiating peace on the Korean peninsula. The U.S. wouldn't be too happy to see the first South-North meeting being held in China, without them.
Judging by President Kim Dae-jung's speech, he seems fully committed to pushing for the joint summit meeting. Even though it is a trilateral meeting, not a bilateral meeting that the South Koreans had hoped for, it will still be a turning point. There should also be a point of easing suspicions of bribing North Korean officials to the table.
