Kim, Clinton Want Big Gains in Talks
President Kim Dae-jung and President Bill Clinton have agreed to seek a breakthrough on the revision of the Status of Forces Agreement before the U.S. president's term ends in January, Foreign Minister Lee Joung-binn said Wednesday. The agreement was reached last week on the sidelines of the Asia Pacific Economic Cooperation meeting in Brunei.
"We will try our best to include environmental issues in the coming SOFA talks to reflect changes in our environment since the agreement was first set in 1960," Mr. Lee said during a speech to the Korean-American Association.
South Korea and the United States will resume next week the negotiations aimed at revising the pact governing the legal rights of the 37,000 U.S. troops stationed in the South.
