UN Rights Report By North Released

A state report on human rights that North Korea submitted to the United Nations last July for the first time in 16 years was made public Monday.

North Korea states in the 39-page report that it revised its criminal laws in 1987 and 1995 and that offenses subject to capital punishment have been cut from 33 to 5. It also says that it prohibits forced or compulsory labor and guarantees freedom of movement and residence and the right to leave or return to the country.

The Human Rights Committee, which monitors the implementation of the International Covenant on Civil and Political Rights by individual countries, will review the report in Geneva in July.

North Korea became a party to the treaty in 1981 but had not submitted a report since 1984.
