U.S. Aide in Seoul For Reactor Talks
Charles Kartman, U.S. special envoy for Korean affairs, began a three-day visit here Monday to discuss the construction of nuclear power plants in North Korea by an international group."Kartman is visiting South Korea as a board member of the Korean Peninsula Energy Development Organization and is expected to discuss with light water reactor project officials the progress of the project and the decision to send Uzbek workers to the construction site," a government official said. "He will neither discuss the coming Seoul-Washington summit nor the possibility of the change of one nuclear power plant to a thermal power plant."
Delays in the nuclear project and North Korea's electricity shortage have prompted rumors of a partial change in the fuel source for the project.
