Mr. Shin is a major figure in the Cholla faction within the legal and law enforcement community. He served as the vice justice minister under the Kim Young-sam administration but resigned after his link with a slot machine operator was uncovered. He earned President Kim Dae-jung's trust as his legal adviser for successfully dealing with a slush fund scandal that erupted shortly before Mr. Kim's election in 1997.
