Mr. Han taught economics at Cambridge University in England and at Seoul National University before he entered the government as the trade and industry minister during the Roh Tae-woo administration. He has an extensive network of friends in the United States. He moved to the tiny Democratic People's Party last April after he failed to get the Grand National Party's candidacy in his home district of Chuncheon.

Mr. Kim takes a conservative stance on North Korea and as such, is drawing attention over whether he can cooperate with the rest of the foreign affairs team.

He has studied military affairs in the United States and the United Kingdom. He is familiar with military relations between the United States and South Korea, having served as deputy commander-in-chief of the ROK-U.S. Combined Forces Command from 1996 through 1998.
