Minister Seeks Talk Of 2-Korea Charter

The time has come to discuss a new constitution for a reunified Korea, a government minister said Friday.

Kim Won-gil, minister of health and welfare, made the suggestion in a keynote speech to a symposium at the New Strategy Institute of Korea, a think tank consisting of 79 assemblymen of the ruling Millennium Democratic Party.

"The discussion, which has stayed in academic circles, needs to be put on the agenda for debate by the ruling and opposition parties," Mr. Kim said. He also called for efforts to institutionalize the Joint Declaration of last year's inter-Korean summit.

An opposition party spokesman said the proposal showed "the ruling party's intention to revise the constitution and use it when reshuffling the cabinet."
