Russia Guarantees Safety of Kuril Fleet

Twenty-six South Korean fishing boats that had sailed into waters off the southern Kuril Islands were guaranteed safe fishing by Russia Tuesday.

"We will dispatch border patrol inspectors, if necessary," the Russian government assured. The islands, historically Japanese, have been under Russian jurisdiction since the Soviet Army seized them at the end of World War II.

The South Korean government is looking into retaliatory actions to counter Japan's banning Korean boats from saury fishing in waters off of Sanriku, initially planned for Aug. 20.

The Japanese government, lacking any means to oppose the fishing in the Kurils, is said to plan to postpone the issue until next year's fishing negotiations between the two countries.
