Kim 'Regrets' Pain From Vietnam War

President Kim Dae-jung told President Tran Duc Luong of Vietnam at the Blue House Thursday that he regretted the pain to the Vietnamese people caused by Korean participation in the Vietnam War.

Mr. Luong is the first Vietnamese head of state to visit South Korea. He arrived in Seoul on Wednesday.

"Although Vietnamese were pained by Korea's participation in the war, the two nations must create a future-oriented relationship," Mr. Luong responded.

The two leaders announced in a joint statement new efforts to promote trade and investment and to enhance cooperation in arts and culture.

Seoul and Hanoi will hold foreign ministerial conferences every year to check on the progress of the new efforts, according to the statement.
