6-way Korea talks proposed

TOKYO -- Talks among the two Koreas, the United States, Japan, Russia and China are included on the agenda for the Sept. 17 Japan-North Korea summit, the Japanese daily Yomiuri Shimbun reported Monday.

In preparatory talks between the two sides in Beijing on Sunday, Tokyo and Pyeongyang reportedly chose four major items to be discussed at the summit. A six-way meeting to discuss Korean Peninsula issues was reportedly included, as well as allegations that Japanese nationals were kidnapped by the North. Prime Minister Junichiro Koizumi of Japan and North Korean leader Kim Jong-il are also expected to discuss an official apology and monetary compensation by Japan for its 35-year rule of the Korean Peninsula. North Korea will also be urged to stop missile development and allow nuclear inspections, the paper reported.

The proposal of talks between the six nations with the greatest interest in the region was made at an earlier North Korea-Japan meeting, but North Korea did not respond to the offer.

Meanwhile, Japan said it would not impose economic sanctions on the North even if an unidentified boat that sank after exchanging gunfire with the Japanese Coast Guard at the end of last year was a North Korean spy boat. If the boat is identified as being from the North, Japan will only make a complaint, but no more, Japanese media reported Monday.
