Ex-KCIA chief Chang to run for president
Chang Se-dong, former chief of the Korea Central Intelligence Agency, announced Thursday that he would run for president in the December election. Mr. Chang said he wants to satisfy the people's desire for state order. The Kim Dae-jung administration, by getting caught up in power struggles, has missed a golden opportunity to establish order and develop prosperity, Mr. Chang said.An aide said Mr. Chang would not organize a political party.
Mr. Chang, a close aide of former President Chun Doo Hwan, was arrested three times after Mr. Chun's term expired. He was summoned in December by prosecutors looking into the 1987 Susie Kim murder. Ms. Kim's family sued Mr. Chang, alleging that he, as intelligence chief, directed a cover-up painting the case as a North Korean espionage conspiracy.
