Japan official hesitant to sanction the North

Economic sanctions on North Korea are not necessarily the only way to break the deadlock on normalization talks, Japanese Deputy Chief Cabinet Secretary Shinzo Abe warned yesterday.

"Some believe that particular sanctions against the North will induce Pyeongyang to come to the negotiation table again," Mr. Shinzo said in a TV program. "Tokyo, however, does not believe that such measures are the best option."

He also criticized a Japanese Foreign Ministry-affiliated agency for sending food aid to the North last month without government authorization. The agency reportedly sent enough to feed 400,000 to the famine-stricken North last month.

Japan's foreign minister said Saturday that Tokyo is not considering sending food aid to North Korea at this point. It suspended rice donations last year.
