I'm a Japanese student and have been studying here for four years. A few days ago I accessed a Web site selling movie tickets in advance, but I couldn't buy a ticket because I don't have residents' registration number.
It would not accept my alien registration number, so I had to search for other Web sites that do not demand residents' registration numbers. I finally succeeded in buying a ticket. Though I succeeded, I felt bad. Since there are Web sites that don't demand the number, it must not be required by law. Web sites should review this problem.
