How to keep ‘bad’ videos off the Net?

As user-created content becomes a key part of the Internet, the government is trying to figure out how to prevent piracy and “bad” material while still encouraging “good” content.
The Information Ministry announced yesterday that it will release comprehensive guidelines next month concerning user-created content as a creative source for the local tech industry.
The ministry noted in a statement that the content, also called UCC here, generally refers to all types of digital information created by users, including text, photos, and videos, but that in a narrow sense, UCC means video.
“UCC is revitalizing common people’s participation in politics, society and the economy, and the influence of UCC in this year’s presidential elections is a matter of great interest,” said Kim Jong-ho, a ministry official on the Internet policy team.
Statistical research in academia and joint studies with industry have been taking place since April last year on how to encourage UCC, the ministry said.
Part of the plan involves support for start-ups. About 1 billion won ($1.1 million) will be spent to educate entrepreneurs on how to run businesses, develop test products and file for patents. The government will also create a “good UCC award” to encourage semiprofessionals in various fields to create their own content.
Since a growing number of Koeran venture companies involve UCC, the government plans to spend 8 billion won to develop a computer platform to efficiently upload video clips. The government will also allow businesspeople to use this government-built program to start new high-quality UCC-related services.
The developer would also allow users to alter or use the program in new ways, though it may not be “open source” as Western programmers understand the term.
Long-term plans for UCC include distributing watermarking or fingerprinting tools for video clips to discourage users from distributing copyrighted content as UCC.
Ethical guidelines on privacy infringement, defamation and “unwholesome” UCC will be established within the first half of this year. The Information Communications Ethics Committee already formed a UCC specialty team last month, in which home “search agents” spend time monitoring the Web.
Other preventive measures that the government plans to take responsibility for is the problem of server crashes that occurs when too many people rush to one location.
Meanwhile, Internet portals are strongly encouraging users to post more videos, even offering money for clips.
Daum Communications is selecting five excellent videos every day for just over two weeks on its UCC video clip site and paying 100,000 won to their creators. The company said that it merely wanted to boost the production of UCC and test a profit-distribution model.
Pandora TV, a video-sharing site, enables members to add up their cyber earnings depending on how many video clips they’ve posted. After a user exceeds certain thresholds, the points can be converted into cash.
