A TV news program reports that President Roh Moo-hyun ordered Ahn Hee-jung, a close aide to Mr. Roh, to contact North Korean officials. Mr. Roh did not order the National Intelligence Service or the Unification Ministry to do the job. In a quiz show, when the quizmaster asks who is the second man in the Roh administration, all five contestants say Mr. Ahn, instead of the Assembly speaker, the chief justice of the Supreme Court or the prime minister.
