The sound of tyranny

After the departmental pressrooms were abolished,/ journalists took up stations in the lobbies of government buildings,/ sitting on small pieces of carpet.

These “carpet press rooms”/ became an international joke and a national shame.
이러한 ‘돗자리 기자실’은/ 국제적인 웃음거리이자 국가적 망신거리가 되고 말았다.

The regime has now removed the carpets. 이 정권은 이제 돗자리마저 치워버렸다.

Now journalists have no place to work. 이제 기자들이 일할 곳은 없다.

The one who bears the responsibility for this situation/ is President Roh Moo-hyun.
이런 사태에 대한 책임을 지고 있는 사람은/ 노무현 대통령이다.

In the court of history/ he will be accused of the following crimes:
역사의 법정에서/ 그는 다음과 같은 범죄로 기소될 것이다.

First, the president wrongly disposed of the citizens’ property.
첫째, 대통령은 국민의 재산을 잘못 처분했다.

The pressrooms in the government complex belong to the people.
정부청사에 있는 기자실은 국민들의 소유이다.

These are rooms funded by the taxpayers/ so that journalists can monitor government policy on their behalf.

In a sense/ a regime is just a tenant for five years.

His staff have argued that the pressroom still exists,/ since they made a huge briefing room with space to write stories/ at the central government building and the government complex in Gwacheon/ to replace the individual pressrooms at government departments.

That sounds reasonable on the surface,/ but the press room should exist in departments.

Journalists can then meet government officials in person/ and read government policies from their eyes.
그리고 난 다음에야 기자들이 공무원을 직접 만나고/ 쳐다보면서 국정을 읽을 수 있다.

If journalists are distanced from government officials,/ citizens become distant from the administration.
기자가 공무원으로부터 멀어지면,/ 국민이 국정으로부터 멀어지게 된다.

This harms the interests of the people. 이것은 국민들의 이익을 훼손하게 된다.

However the regime never tells the truth to the citizens.
하지만 이 정권은 진실(이런 점)을 국민에게 결코 얘기하지 않는다.

Third, the president has violated freedom of speech.
셋째, 대통령은 언론의 자유를 침해했다.

Problems did exist in the pressroom system,/ and the media sometimes misbehaved/ as did other parts of society/ under the authoritarian regimes.
① 기자실 제도에 문제가 있었던 것도 사실이며/ ② 언론도 (③ / ④) 부적절하게 행동한 게 있었다./ ④ 사회의 많은 분야가 그랬던 것처럼/ ③ 독재정권 하에서

But that is now history. 그러나 그것은 이제 역사(지나간 일)이다.

Journalists insist on having a pressroom/ so they can work in a professional atmosphere close to policy makers.

A sane government would assist journalists.
제대로 된 정부라면 그런 기자들을 도와줄 것이다.

Fourth, the president has harmed the interests of citizens.
넷째, 대통령은 국민의 이익을 훼손했다.

An increasing number of government officials refuse to talk/ when they receive phone calls from journalists,/ due to the policy that all contact with reporters should be arranged/ through the public affairs briefing room.

However,/ who will volunteer to talk about corruption or bribery/ when all contacts with journalists are channeled through the briefing room?

Tyrants love the screams of the weak and the silence of the strong.
압제자들은 약자들의 절규와 강자들의 침묵을 좋아한다.

It seems like Roh’s lackeys are now playing his song.
이것은 마치 노대통령에게 아첨하는 자들이 지금 그의 노래를 연주하고 있는 것과 같다.
