With no deal on overhaul, Lee names new cabinet

보수적인 신임 대통령이 제안한 정부조직 개편안에 대한 진보진영 국회의원들의 동의를 요청하는 협상이 난항을 겪자, 이명박 대통령 당선인이 어제 저녁 새 정부 초대 내각을 구성할 장관 내정자 15명을 발표했다.
The National Assembly remains dominated by liberals, at least until general elections in April, and no agreement has emerged on Lee’sambitious plan to close and consolidate several ministries, including the Unification Ministry.
The plan has to pass the Assembly to be implemented.

적어도 4월 총선 때까지는 진보진영이 국회의 다수의석을 차지하고 있는 상황에서 통일부를 포함한 정부 부처 여러 개를 통폐합하는 이명박 정부의 야심찬 계획에 대해 아직 아무런 합의도 이뤄지지 않았다. 그 계획은 국회를 통과해야 실행할 수 있다.
With talks on the overhaul going nowhere, Lee said he had no choice but to abide by the law and appoint ministers to represent the ministries under their current names, instead of the new names his transition team came up with last month to accommodate a long list of mergers and closures sought by the new administration. Lee takes office on Feb. 25.

이 당선인은 정부조직 개편안 협상이 결렬됐기 때문에 현행 법을 지킬 수 밖에 없어서 현행 정부조직 상의 부처 이름으로 새 장관들을 지명했다고 말했다. 이 당선인은 대통령직 인수위가 새 정부가 추구하는 대규모 부처 통폐합을 반영하기 위해 지난달 제안 한 새 부처 이름들을 사용하지 않았다. 이 당선인은 2월25일 대통령으로 취임한다.
For example, Kang Man-soo, the minister nominee for the Planning and Finance Ministry the proposed new name for the ministry ― will be called the minister nominee of the Finance and Economy Ministry, the current name, because the structural reform bill has not passed the Assembly. Assuming the government reform bill,
the most sweeping change in government ever sought here by an elected president, eventually passes, Lee will have to reappoint ministers to ministries with new names.

“I stand here because talks have broken off between the political parties,” a grim-faced Lee said during a press conference last night.
“The Grand National Party requested that I go ahead and announce the names of the minister nominees in line with the current government structure. “There is less than a week before the new administration launches, and postponing the appointment of the cabinet members could create confusion and a vacuum in national
affairs.”

어제 밤 기자회견에서 이 당선인은 굳은 표정으로 “두 정당의 협상이 결렬됐기 때문에 제가 이 자리에 섰습니다. 한나라당이 제게 현행 정부조직에 따라 장관 내정자들을 발표하라고 요청했습니다.”고 말했다. “새 정부 출범이 일주일도 남지 않았습니다. 내각 명단 발표를 미루면 국정 공백과 혼란을 가져 올 것입니다.”
Lee did not name candidates for the unification and gender equality posts, two ministries slated for closure. Instead he named two special ministers without portfolio who could hold those positions. Liberal leaders said Lee’s action to call off the talks came as a shock.

이 당선인은 폐지될 통일부와 여성부의 장관을 내정하지 않았다. 대신 통일부와 여성부를 맡을 수 있는 무임소 특임장관 두명을 내정했다. 진보진영 정당 지도자들은 협상을 중지한 이 당선인의 행동에 경악을 금치 못한다고 말했다.
