Despite tensions, serious Kaesong talks commence

Even as tensions appear to be rising on the peninsula, a two-day inter-Korean meeting on a joint industrial site was held as scheduled yesterday north of the border in what was called a “businesslike manner.”

During the meeting - the first official contact this year between North and South Korea - representatives discussed ways to improve the Kaesong Industrial Complex, according to the Unification Ministry in Seoul.

Ministry spokesman Chun Hae-sung said that the talks didn’t deal with any political situations.

“The North Koreans didn’t mention any issues outside the Kaesong complex,” he said. “The meeting was held in a serious and businesslike manner.”

Chun was referring to a recent series of North Korean statements on inter-Korean relations and stalled six-party talks. The meeting yesterday came just four days after North Korea threatened to stage a “holy war” of retaliation for Seoul’s reported preparation of administrative contingency plans in case of an emergency in the North.

The North’s National Defense Commission, the highest office of the state with direct control over the military, demanded an apology from South Korea for assuming the North would experience unrest and declared it would otherwise preclude Seoul from all discussions on peace and stability on the peninsula.

Then Monday, the North reiterated that it would never return to the six-party table unless United Nations sanctions were lifted.

The South responded that North Korea should return to the six-party setting and make progress in denuclearization before the UN can even ponder easing sanctions.

Yesterday’s talks began just past 2 p.m., but no further details were available by press time last night. In December, the representatives traveled together to industrial bases in China and Vietnam to inspect advanced complexes.

Kim Young-tak, head of the 16-person South Korean delegation, said the current meeting would offer an opportunity for the two sides to have “frank and candid talks” on how to develop Kaesong. “There will be issues that could be resolved easily, and also others that will require more time,” Kim told reporters before departing for Kaesong. “We will hold another working-level meeting to deal with more specific problems.”

The two Koreas agreed to hold the talks before the North issued the most current statement. The sides held four rounds of mostly fruitless working-level discussions on Kaesong in 2009, wrangling over land-use fees and a salary hike for the North’s workers.

Last July, North Korea demanded South Korea shell out 563.6 billion won ($500 million) for using 330 hectares (815.4 acres) of land in Kaesong, even though the South had already paid $16 million for the land under an earlier agreement.

The North also asked the South to raise the minimum monthly wage for North Korean workers at the complex to $300 from $55.

It withdrew the wage demand in September, but has made no further comment on the land use fee.

Built in 2003, the Kaesong complex has been a symbol of reconciliation and inter-Korean cooperation. It is home to more than 100 South Korean companies and 42,000 North Korean workers.

But security concerns during deteriorating inter-Korean relations have forced some South Korean companies to pull out, casting doubt over the future of the complex.

남북은 해외공단 합동시찰 평가회의 이틀째인 20일 향후 개성공단 실무회담에서 풀 '선결 과제'에 대한 합의 도출을 시도한다.

김영탁 통일부 상근회담 대표와 박철수 중앙특구개발지도총국 부총국장 등 양측 대표단은 이날 오전 중 개성공단 내 남북경협협의사무소에서 마무리 회의를 가질 예정이라고 통일부 당국자는 전했다.

이날 양측은 지난 달 12~22일 중국.베트남 공단 시찰 결과를 바탕으로 앞으로 있을 개성공단 실무회담에서 협의할 의제를 조율한다.

남측은 전날 제시한 통행.통관.통신 등 '3통' 문제의 해결과 체류자 신변안전 보장 강화 등을 시급한 현안으로 거론할 것으로 알려졌다.

반면 북측은 개성공단 근로자 임금 인상, 근로자 숙소 및 출퇴근 도로 건설, 작업장 환경 개선 등을 강조할 것으로 예상된다.

양측은 회의에서 의제 조율에 성공할 경우 개성공단 실무회의 개최 일정을 협의할 예정이다.

우리 대표단은 오전 회의를 마친 뒤 오후 3시 전후로 경의선 육로를 통해 귀환할 예정이지만 논의 상황에 따라 귀환 시간은 변경될 수 있다고 정부 관계자는 전했다.
