Reaffirming the alliance (kor)

Now that the 24-hour state visit by U.S. President Donald Trump has ended, it’s a relief it went well. During his short stay, he fit in a visit to Camp Humphreys in Pyeongtaek, Gangwon, held one-on-one and expanded summits with President Moon Jae-in, and addressed the National Assembly. The summits centered on North Korea’s nuclear and missile threats. The presidents agreed to entirely remove the cap on the payload on South Korean ballistic missiles to reinforce Seoul’s independent military capabilities and deterrence against North Korea.

Trump had a different tone on South Korea compared to past U.S. leaders. He was outspoken about the free trade pact being a “horrible” deal. Upon arriving at the U.S. base in Pyeongtaek, he claimed he came to Korea to create jobs in the United States. Many had believed he would make strong demands regarding the bilateral free trade agreement.

But at the press conference, he focused on security issues by reaffirming that South Korea is a very important ally and North Korea is a central issue and threat. He claimed there was no “skipping” of South Korean interests in policies towards North Korea and others.

The purchase of U.S. arms will be beneficial for both Seoul and Washington. Trump did not only come to sell weapons. But as he said, the United States makes great weapons, and the purchase will mitigate U.S. pressure on the trade deficit as well as strengthen Korean defense capabilities. Experts have been advising Seoul to find ways to balance mutual benefits in other areas in order to avoid a renegotiation of the FTA.

Trump agreed to expanding rotational deployment of U.S. strategic assets, yet fell short of giving his word on permanent or regular stationing. Seoul nevertheless has gained greater support on the U.S. deterrence against North Korean threats.

But we must not let our guard down. After boasting about his extraordinary relationship with Japanese Prime Minister Shinzo Abe with a golf round during his earlier visit to Japan, Trump criticized Tokyo for condoning the huge U.S. trade deficit with Japan. We cannot know when Trump will turn unfavorably towards South Korean interests. We must get ready for an unwavering response to any upsets in the future.

미사일 중량 제한 철폐는 큰 성과
우려했던 통상 관련 요구는 없어

어제 도착한 도널드 트럼프 미국 대통령의 첫날 방한 일정이 별 탈 없이 성공적으로 진행돼 여간 반갑지 않다. 1박 2일에 걸친 트럼프 대통령의 이번 일정 중 핵심은 7일 오후에 열린 문재인 대통령과의 한·미 정상회담이었다. 이 자리에서 두 정상은 우리의 바람대로 북한 핵 및 미사일 문제 해결을 위한 협력 방안을 집중 논의했다. 특히 이번 회담에서 한국의 미사일 중량 제한을 완전히 없애기로 합의한 것은 상당한 성과다. 국산 미사일의 성능을 대폭 개선함으로써 대북 억지력을 높이는 데 획기적 계기로 삼을 수 있기 때문이다.
그간 트럼프가 한·미 통상 문제에 대한 불만을 노골적으로 드러낸 게 한두 번이 아니었다. 그의 평택 기지 도착 후 첫 일성도 "미국의 일자리를 만들러 (한국에) 왔다"였다. 이번 회담이 자칫 미국 측의 무역적자 해소를 위한 자리가 될까 우려하는 시각이 많은 것도 그래서였다.
하지만 트럼프는 공동 기자회견에서 "북한 문제는 가장 중심에 놓고 논의해야 할 사안"이라고 운을 뗀 뒤 "한국은 단순히 오랜 동맹국이 아닌 그 이상"이라며 한·미동맹의 튼튼함을 무엇보다 강조했다. 북핵의 위협 속에서 우리가 다짐받고 싶어했던 대목을 트럼프가 또다시 재확인해 준 셈이다.
두 정상이 밝힌 대로 한국이 미국의 첨단 무기를 사주기로 한 것도 긍정적인 측면이 많다. 한쪽에선 트럼프의 방한이 무기 팔아먹기 위한 것 아니냐고 비판적으로 볼지 모른다. 하지만 이는 너무 부정적인 시각이다. 미국산 무기를 사들이면 무역수지와 관련된 공세를 무디게 할 뿐만 아니라 우리의 국방력 강화에 도움이 된다. 미국 측 한·미 자유무역협정(FTA) 재협상 요구를 피하기 위해서는 통상이 아닌 분야에서 이익의 균형을 맞추는 것이 바람직하다는 게 많은 전문가의 의견이다. 방한 첫날인 어제, 우려됐던 트럼프의 돌발적 발언도 없었다는 사실도 고무적이다. 지난 6월 워싱턴에서 열린 한·미 정상회담에서 트럼프가 기자회견 뒤 무역문제와 관련해 한국 측을 간접적으로 성토했던 것에 비교하면 훨씬 분위기가 좋았다.
다만 우리가 원했던 미국 전략자산의 상시 배치가 합의되지 못한 게 아쉽다면 아쉬운 부분이다. 정부로서는 북한의 도발을 효과적으로 막아줄 미국의 대북 억지력을 한 차원 더 끌어올리는 과제를 안게 됐다.
트럼프의 방한 첫날이 무난하게 넘어갔다고 마음을 놔서는 안 된다. 언제든 돌변할 수 있는 게 트럼프다. 실제로 그는 일본에서도 아베 신조(安倍晋三) 총리와 화기애애한 시간을 갖고도 출국 직전 언제 그랬냐는 듯 일본 경제계를 압박했다.
이런 트럼프인지라 언제, 어디서든 생각지 못한 카드로 우리를 곤경에 빠트릴 수 있다. 오늘 있을 경제인과의 면담이나 국회 연설에서도 무슨 이야기가 나올지 모른다. 그러니 정부는 트럼프가 어떤 변칙 카드를 꺼내 들더라도 흔들림 없이 대응할 준비를 해야 할 것이다.
