In Wednesday’s telephone conversation with South Korean President Moon Jae-in, U.S. President Donald Trump expressed a willingness to talk with North Korea at an appropriate time if Pyongyang wants to. His remarks are very timely and meaningful as the conversation — which took place shortly after the inter-Korean meeting at Panmunjom the previous day — demonstrates both allies’ determination to tackle the North Korean nuclear problem jointly. The phone chat also dispelled some concerns about Pyongyang trying to drive a wedge between Seoul and Washington through its peace offensive.

But more important is the message Trump delivered. Backpedaling on his hard-line position on dialogue with North Korea — he once described that as a waste of time — Trump told Moon that the United States will not take solo military action against North Korea while inter-Korean talks are going on. His remark that the door to dialogue is open also hints at the possibility of improved relations between Washington and Pyongyang.

Nevertheless, the road to dialogue will be bumpy primarily due to the huge gap between the two countries on denuclearizing North Korea. While Washington bases its offer of dialogue on Pyongyang’s willingness to discuss its suspension of nuclear tests and abandonment of nuclear weapons, Pyongyang wants to enter nuclear arms reduction talks after being recognized as a nuclear power.

Such a sharp discrepancy calls for sophisticated arbitration. The time has come for Moon — supposedly in the driver’s seat now — to demonstrate his ability to drive Washington and Pyongyang toward dialogue.

But we must pay heed to why North Korea has turned to dialogue. After international sanctions began to take effect with China’s participation, albeit not full, North Koreans are nearly suffocated, as evidenced by the North Korean ambassador to Beijing’s strong protest against China joining the sanctions. Pyongyang’s peaceful overtures to Seoul are a means of surviving the international community’s economic strangulation.

In the phone conversation, Moon and Trump underscored the importance of keeping maximum pressure on North Korea. That is a confirmation of a strong determination to bring the recalcitrant state to the negotiating table. Despite a practical need to ease some of the sanctions to help encourage the North to participate in the PyeongChang Winter Olympics, it should be minimized. The two-decade-old nuclear conundrum can hardly be solved overnight.

북한에 “대화의 문 열려 있다”는 트럼프 대통령
관건은 북미 비핵화 논의 위한 여건 마련으로
남북 대화서 문 대통령이 운전 실력 발휘해야
도널드 트럼프 미 대통령이 그제 문재인 대통령과의 전화 통화에서 “적절한 시점과 상황에서 미국은 북한이 대화를 원할 경우 열려 있다”고 말했다. 그야말로 적절한 시점에서 의미심장한 발언이다. 우선 두 정상의 통화가 남북 고위급회담 직후 신속하게 이뤄진 점은 남북 대화 과정에서 한·미가 공조의 보폭을 맞추고 있음을 과시한 것으로 평가할 만하다. ‘우리민족끼리’를 강조하는 북한의 이간계(離間計)에 의해 한·미 공조가 흔들릴 수 있다는 일각의 우려를 말끔히 씻어 주는 효과가 있다.

더 중요한 건 내용이다. 트럼프 대통령이 북·미 대화 가능성을 시사한 것이다. 트럼프 대통령은 과거 북한과의 대화를 “시간 낭비”라 폄하했다. 이번에는 북한에 대한 적대적 수사를 자제한 채 “최근 내가 북한에 대한 군사적 공격을 검토하고 있다는 보도는 전혀 사실이 아니다”며 “남북 대화가 진행되는 동안엔 어떤 군사적 행동도 없을 것”이라고 말했다. 특히 “대화의 문이 열려 있다”는 언급은 북한의 태도 여하에 따라 북·미 대화가 현실화될 수 있다는 기대를 낳게 한다.
물론 북·미 대화가 실현되기엔 넘어야 할 산과 건너야 할 강이 적지 않다. 무엇보다 비핵화에 대한 간극이 크다. 미국은 북·미 대화의 조건으로 북한의 핵실험 중지와 북한의 핵무기 폐기 논의 의향 등 두 가지를 꼽는다. 반면 북한은 핵 보유국 지위를 인정받은 뒤 핵 군축 협상을 하겠다는 속셈이다. 양측의 입장 차이가 워낙 커 고도의 ‘중재’가 필요하다. 남북 대화의 중요성이 여기에 있다. 남북 대화를 징검다리로 북·미 대화가 이뤄지도록, 즉 북한이 평창을 거쳐 워싱턴으로 갈 수 있도록 문재인 대통령이 운전 실력을 발휘해야 할 시점을 맞은 것이다. 트럼프 대통령도 “어떻게 될지 보겠다”고 말한다.
여기서 우리가 유념해야 할 게 있다. 북한이 남북 대화에 나선 배경이다. 그 배경이란 중국도 적극 참여하기 시작한 국제사회의 대북제재다. 항상 대북제재의 빈틈이었던 중국이 지난해부터 그 구멍을 메우는 조짐을 보이면서 북한의 숨이 막히고 있다. 중국 주재 북한 대사가 이에 반발해 베이징에서 ‘항의성 농성’을 벌이고 있다는 보도도 나온다. 더 이상 기댈 곳이 없어진 북한이 이제 한국의 문을 두드리고 있는 것이다.
한·미 정상도 통화에서 ‘북한에 대한 최대의 압박 작전을 계속하는 것의 중요성’을 강조했다. 북한을 진정성 있는 비핵화 대화의 장으로 불러내기 위해선 대북제재 공조가 흔들려서는 안 되는 점을 확인한 것이다. 물론 북한의 올림픽 참가를 위해 제재를 일부 완화해야 할 현실적 필요성이 있을 수 있겠지만 이 또한 미국 등 국제사회의 긴밀한 협의 아래 꼭 필요한 곳에만 국한하는 ‘핀셋’ 조치로 이뤄져야 한다. 북핵 위기는 20년 이상 이어진 해묵은 숙제다. 단숨에 해결은 어렵다. 인내를 갖고 남북 대화가 씨앗이 돼 북·미 대화의 꽃을 피우고, 마침내 열매까지 맺을 수 있도록 끈기 있는 노력을 경주해야 한다.
