President Moon Jae-in met with leaders of the country’s two major umbrella labor unions Friday — the Federation of Korea Trade Unions (FKTU) and the Korean Confederation of Trade Unions (KCTU). In his New Year’s address, he called for the normalization of a tripartite consultancy channel among the government, labor and management for social harmony. The militant KCTU that has boycotted the tripartite meeting for the last two decades attended the Blue House-sponsored meeting. The KCTU leadership did not meet the president under the past two conservative governments. KCTU returning to the tripartite body raises hopes for more stability and progress on the labor front.

The Moon Jae-in government needs support from the labor front to fulfill its labor agenda such as higher minimum wages and reduced work hours. That’s why the administration has been working hard to win the hearts of workers even under criticism for its labor-friendly policies. The labor front, however, has not been that cooperative.

But a social consensus cannot take place without commitment from employers. The business community is disgruntled that all the government does is mount extra pressure on employers. The Blue House did not invite the head of an association for small merchants to the tripartite meeting on Jan. 19 with small and mid-sized businessmen. Merchants accuse the Blue House of trying to ignore the negative voices on the hike in the minimum wage. That’s not all. There is criticism against the government’s measures of forcing large companies to raise contract fees for suppliers to ease the latter’s burden from higher labor costs from a spike in their employees’ wage floor.

In his New Year’s address, President Moon underscored that labor agendas cannot be pursued without cooperation and support from all economic players. But such cooperation is not possible if the management’s interests are ignored. The government must be balanced by paying equal heed to the demands of the business sector. The KCTU will be attending the tripartite meeting due later this month. We hope the tripartite meeting can set the grounds for smooth labor relations.

문재인 대통령이 지난주 금요일 김주영 한국노총 위원장과 김명환 민주노총 위원장을 만났다. 신년사에서 사회적 대타협을 위한 노사정 대화 복원을 천명한 뒤 첫 행보다. 무엇보다 20년째 노사정위 복귀를 거부하고 있는 민주노총이 대통령 면담에 응한 게 눈에 띈다. 대통령과 민주노총 지도부와의 만남은 10여 년 만이다. 노동 현안 해결을 위한 사회적 대화 재개 가능성을 열었다는 점에서 고무적이다.
문재인 정부는 최저임금 인상, 근로시간 단축 등 핵심 노동공약 이행을 위해 노동계 협조가 반드시 필요한 상황이다. 경영계로부터 노동 편향이란 비판을 들어가면서도 노동계 달래기에 공을 들이는 이유다. 하지만 노동계가 마이웨이 행보를 이어가자 정부의 고심이 커지고 있다. 양대 노총과 면담은 이런 노동계를 설득해 사회적 대화 자리에 나오게 하려는 시도인 셈이다.
사회적 대타협이 되려면 사용자 측 목소리에도 귀를 기울여야 한다. 그런데 정부가 얘기는 들어주지 않고 청구서만 내민다는 불만이 경영계에 팽배하다. 엊그제 청와대 중기인 간담회에 법정단체인 소상공인연합회 회장을 부르지 않은 것도 도마에 올랐다. “최저임금 인상에 불만을 쏟아내자 귀막은 것”이란 볼멘소리가 나온다. 7월부터 대기업이 최저임금 인상으로 부담이 늘어나는 하도급 업체에 도급비를 올려주도록 한 조치에 대해서도 시선이 곱지 않다.
문 대통령은 신년사에서 노동 현안 해결은 “모든 경제주체의 참여와 협력이 있어야 가능한 일”이라고 강조했다. 백번 옳은 말이다. 경영계가 빠진 ‘노정’ 교섭만으로는 사회적 대타협은 불가능하다. 노동계의 저성과자 해고 지침 폐기 요구 못지않게 경영계의 규제 철폐 요구 또한 균등하게 다뤄져야 한다. 어제 회동에서 민주노총도 노사정위 정상화를 위해 이달 중 열리는 노사정대표자회의에 참석하기로 했다. 제대로 된 노사정 대화 틀이 만들어지길 바란다.
