Bracing for post-PyeongChang

Vice President of the United States Mike Pence warned that North Korean leader Kim Jong-un would try to hijack the PyeongChang Winter Olympics. He said that Kim Jong-un wanted to steal the spotlight and use the opportunity for propaganda directed at the international community. He is not exaggerating. North Korea is sending over 500 people, including athletes, officials, cheerleaders and an orchestra. North Korea’s presence in PyeongChang is overwhelming. Some are confused if Pyongyang is participating in an Olympics hosted by South Korea or if an Olympics jointly hosted by South and North Korea is actually being held in Pyongyang. The PyeongChang Winter Olympics is being derided as the “Pyongyang Olympics.”

Kim Jong-un’s New Year’s address contributed to the confusion. He said that North Korea would show off the status of its people at “the Winter Olympics,” omitting PyeongChang from the official title. PyeongChang, Peace and Pyongyang are all so confusing.

We need to focus on what comes after the Olympics. President Moon Jae-in hopes to follow the resumed inter-Korean talks with U.S.-North Korea talks. But Washington seems to be cold on that idea and even the inter-Korean talks. U.S. President Donald Trump said he was rooting for the success of the PyeongChang Olympics in a phone conversation with Moon. But the Secretary of Defense, CIA director and marine commanders underscore that military options against North Korea are still on the table, that Korea-U.S. joint military exercises would resume after the Olympics, and preparations for ground warfare in South Korea are in progress.

On the day before the opening of the Games, Kim Jong-un plans a military parade to mark the founding of the People’s Army. At talks hosted by the Korea Peace Foundation, Minister of Unification Cho Myoung-gyon said that the parade on February 8 could be a threatening event. The parade will likely feature advanced ICBMs, whose range covers the continental U.S. The purpose of the parade is to show off Kim’s “great” accomplishment of completing a nuclear deterrence against the United States.

If Kim shows off his nuclear and missiles capability and the Korea-U.S. joint military drills resume after the Olympics, the Korean Peninsula is likely return to the pre-PyeongChang state. Moon needs to persuade the United States within the 77 days of the PyeongChang truce. How?

There are two ways. The first is for Washington to break out of the ongoing crisis by taking over the resumed inter-Korean talks. The United States must seriously consider Seoul’s proposal. Hardline remarks from Washington only serve as reminders to Kim to rush his production of nuclear weapons and missiles.

The second is to reduce the size of the Korea-U.S. joint exercise. A war in the 21st century is held in five fields: four conventional fields — ground, sea, air and space — as well as cyberspace. The United States leads the world in cyber warfare. In today’s world, where cyber and electronic offensives based on computers decide an outcome, traditional military drills are less significant. Now is the era of a smart war, transitioning from heavy and large weaponry to light and swift arms. North Korea has a fearful cyber warfare capability.

But persuading Uncle Sam is difficult. We can start from PyeongChang and not allow North Korea to hijack the Olympics as Vice President Mike Pence worries. Excessive recognition of Hyon Song-wol, leader of the Samjiyon Orchestra, was nothing but a show of servility. North Korea’s presence in PyeongChang must not exceed a reasonable level. In reality, resolution of the Korean Peninsula against the will of the America or without its participation is impossible.

Then we should move on to North Korea and persuade it that inter-Korean talks should continue and improve even after the Korea-U.S. joint military drills resume. Kim Jong-un wants to take credit for gaving a present to Moon by participating in the Olympics. After the Olympics, Kim will send a bill as suggested in his New Year’s address. He will want the reopening of the Kaesong Industrial Complex and Mt. Kumgang tourism programs and lifting of the so-called May 24 measures. These are Korea’s levers for negotiations. It is the irony of history that Moon can use them as leverage as they are the legacies of two former presidents — Lee Myung-bak and Park Geun-hye — who are widely considered to be responsible for long-standing ills in our society. In fact, the Lee administration succeeded winning the competition to host the Games.

Moon is a lucky politician to be holding the Olympics at a crossroads of war and peace. The heaven presents hims an opportunity to transform from politician to statesman.

마이크 펜스 미국 부통령은 북한 김정은이 평창올림픽을 하이재킹할 것이라고 경고했다. “김정은은 (올림픽의) 각광을 가로채어 국제사회에 북한을 선전하려는 것이다.” 그의 말은 과장이 아니다. 북한 선수단 규모부터 현송월의 관현악단까지 합쳐 550명 선이다. 평창에서 북한의 존재감이 너무 압도적이다. 남한이 주최하는 올림픽에 평양이 참가하는 것인지 남북이 공동주최하는 올림픽이 평양이라는 데서 열리는 것인지 우리도 헷갈린다. “평양올림픽”이라는 야유가 나올 만하다.

김정은의 신년사도 일조했다. 그는 남조선에서 열리는 “겨울철올림픽경기대회가 민족의 위상을 과시” 운운하면서 고유명사인 '평창 동계올림픽'에서 평창을 빼버렸다. 평창올림픽, 평화올림픽, 평양올림픽의 '3평'이 뒤엉킨 이유다.

문제는 '평창 이후'다. 문재인 대통령은 평창으로 재개된 남북대화가 북·미대화로 이어지기를 기대한다. 그러나 평창과 남북대화를 보는 워싱턴의 시각이 너무 차갑다. 트럼프 대통령은 문 대통령과의 통화에서 평창올림픽의 성공을 기원했다. 그러나 국방장관, CIA국장, 해병대 사령관들은 "대북 군사옵션이 살아있다", "올림픽이 끝나면 한·미합동군사연습을 반드시 재개한다", "한국에서의 지상전 준비도 철저히 하고 있다"고 강조한다.

김정은은 올림픽 개막 전날 평양 김일성광장에서 대규모 건군절 열병식을 갖는다. 조명균 통일부장관도 26일 '한반도평화만들기재단' 전략대화에서 “2월 8일 열병식이 상당히 위협적 행사가 될 가능성이 높다”고 말했다. 건군절 퍼레이드에는 미국 본토를 사정권에 둔 대륙간탄도미사일(ICBM) 화성-14가 모습을 드러낼 것으로 보인다. 퍼레이드의 목적은 대미 핵 억제력을 완성한 김정은의 '위대한' 치적을 과시하는 것이어서 화성-14가 빠질 수 없을 것이다.

김정은이 핵·미사일 타격 능력을 과시하고, 올림픽 후 한·미 합동군사연습이 재개되면 한반도 사태는 평창 이전으로 회귀할 가능성이 높다. 문 대통령은 '평창 휴전' 77일 안에 미국을 설득해야 한다. 무엇으로?

두 가지다. 하나는 참으로 어렵사리 재개된 남북대화를 미국이 이어받아 지금의 위기국면을 일단 벗어나자는 것이다. 미국은 한국의 이런 요청을 진지하게 고려해야 한다. 미국의 강경 발언은 김정은에게 핵·미사일 대량생산을 서두르라는 독촉장 노릇만 한다.

둘은 한·미합동군사연습의 규모를 줄이자는 것이다. 21세기의 전쟁은 육·해·공·우주의 4차원 전장(戰場)에 사이버가 더 해져 5차원의 전장에서 치러진다. 사이버전 기술에서 미국은 세계의 선두를 달린다. 컴퓨터를 기반으로 한 사이버와 전자 공방이 전쟁의 승패를 가르는 오늘날의 전쟁에서 덩치 큰 하드웨어 중심의 군사연습은 의미가 적다. 중후장대에서 경박단소로 가는 스마트전쟁의 시대다. 북한의 사이버전 능력은 무섭다.

북한 견제 없이 미국 설득은 어렵다. 평창에서부터 시작하라. 펜스 부통령이 걱정하는 북한의 올림픽 하이재킹을 허용하지 말라. 현송월에 대한 과공은 비굴함 그 자체였다. 평창에서 북한의 존재감이 합리적인 수준을 넘어서는 안 된다. 미국의 의사에 반한, 미국의 참여 없는 한반도 문제 해결은 불가능한 게 현실이다.

다음은 북한이다. 한·미연합훈련이 재개돼도 남북대화를 계속하고 수준을 높여가자고 설득하라. 김정은은 북한의 동계올림픽 참가로 문 대통령에게 큰 선물을 줬다고 생색을 낸다. 올림픽이 끝나면 김정은은 신년사에서 암시한 대로 선물값 청구서를 내밀 것이다. 개성공단, 금강산, 5.24 대북 제재 조치 등등일 것이다. 이것들은 대북 협상 레버리지(지렛대)로서 우리의 자산이다. 문 대통령이 적폐청산의 대상에 올려놓은 이명박·박근혜 두 전직 대통령이 취한 대북 조치들을 대북협상 레버리지로 사용할 수 있게 된 건 역사의 아이러니다. 평창올림픽 유치가 이명박팀의 작품임을 생각하면 더욱 그렇다.

평창올림픽 총결산의 맨 아랫줄(bottom line)은 평화여야 한다. 전쟁과 평화의 교차로에서 열리는 올림픽을 주관하는 문 대통령은 운이 좋은 정치인이다. 하늘이 정치인(politician) 문재인에게 정치가(statesman)가 될 기회를 준 것 같다.
