U.S. President Donald Trump on Tuesday ordered Secretary of State Rex Tillerson to resign and nominated CIA Director Mike Pompeo as new head of the State Department. Trump made the decision ahead of an inter-Korean summit in April and his own later summit with North Korean leader Kim Jong-un. The drastic change of leaders of U.S. foreign policy before the upcoming summits means that Pompeo, a hardliner on North Korean issues, will take the helm of U.S. diplomacy with the rogue state after replacing Tillerson, a champion of dialogue with Pyongyang.

The former military officer-turned-businessman-turned-politician is notorious for his tough stance on North Korea nearly on par with that of National Security Adviser H.R. McMaster in the Trump administration. Pompeo argued for regime change in North Korea through extraordinary means such as radiation attacks and even hinted at the possibility of assassinating Kim Jong-un. Pompeo is regarded as a U.S. official most loyal to President Trump among other senior officials.

The stunning decision by Trump strongly suggests that he will turn to an extreme hard-line approach if North Korea does not show sincerity in denuclearization in the lead-up to the summit.

Last October, Pompeo asserted that North Korea will have the capability to launch nuclear attacks on the U.S. mainland within six months. Therefore, if the United States fails to achieve some tangible results in denuclearization talks before the summer at the latest, we can hardly rule out the possibility of the Trump administration taking a military option against the North, not to mention tightening sanctions. As expected, North Korea called for the withdrawal of U.S. Forces from South Korea a day after Trump picked Pompeo to replace Tillerson.

The Moon Jae-in administration must demonstrate wisdom to cope with any unexpected turn of events down the road. In the Trump administration, you can hardly find officials who would dare to put the brakes on their boss’ urge to tame North Korea with “fire and fury.” The Moon administration must closely communicate with the new secretary of state and establish a solid cooperation system through transparent sharing of information on North Korea.

At the same time, the Moon administration must ensure that North Korea understands the meaning of Trump’s nomination of Pompeo and tell them that if Pyongyang does not sincerely approach denuclearization, talks with Washington could actually lead to disaster.

대북 매파 국무장관 지명에 담긴 엄중한 메시지
도널드 트럼프 미 대통령이 13일 렉스 틸러슨 국무장관을 경질하고 마이크 폼페이오 중앙정보국(CIA) 국장을 후임에 지명했다. 4월 남북, 5월 북·미 정상회담을 앞둔 상황에서 미 국무부 수장이 이례적으로 전격 교체된 것이다. 대화파 틸러슨 대신 대북 강경파 폼페이오가 외교 지휘봉을 잡게 된 것도 눈여겨볼 대목이다.
군인 출신인 폼페이오는 트럼프 행정부에서 허버트 맥매스터 국가안전보장회의 보좌관 다음으로 북한에 가장 강경한 인물로 알려져 있다. 북한을 음파나 방사선으로 공격해 정권을 교체하자고 주장했고 김정은 암살 가능성을 내비친 적도 있다. 트럼프가 이런 폼페이오를 국무장관에 앉힌 건 자신이 야심 차게 추진 중인 북·미 정상회담을 속전속결로 밀어붙이되, 북한이 진정으로 비핵화에 나설 의지가 없다고 판단되면 언제든지 초강경 압박 모드로 선회할 수 있다는 걸 암시한 것으로 볼 수 있다. 폼페이오는 지난해 10월 “북한은 6개월 안에 미 본토 핵공격 능력을 갖출 것”이라고 주장했다. 따라서 북·미 대화에서 비핵화가 진전되지 않는다면 제재 강화는 물론 군사행동도 불사할 가능성을 배제할 수 없다. 북한이 폼페이오 지명 다음 날 ‘주한미군 철수’ 주장을 재개한 것도 이런 상황과 무관치 않을 것이다.
정부의 냉철한 대응과 상황 관리가 절실하다. 이제 미 행정부엔 트럼프가 “북한을 손봐야겠다”고 할 때 제동을 걸 각료를 찾아보기 어렵다. 따라서 정부는 신임 미 국무장관과 실시간으로 소통하고, 투명한 대북 정보 공유를 통해 물 샐 틈 없는 공조 체제를 구축해야 한다. 이런 와중에 강경화 외교부 장관은 틸러슨 경질의 감조차 잡지 못한 채 오늘 미국으로 건너가 그를 만나기로 했다가 급히 설리번 국무장관 대행과 회담하기로 방향을 트는 등 우왕좌왕하는 모습을 보였다. 기가 막히고 걱정스러울 따름이다.
