In uncharted waters
The Moon Jae-in government’s Olympics diplomacy led to agreements tohold an inter-Korean summit and a North Korea-U.S. summit. The big
surprise was Pyongyang’s push for direct dialogue with Washington - and Donald
Trump’s acceptance of it.
연초부터 급물살을 탄 평창 외교는 급기야 남북 정상회담과 미북 정상회담으로
귀결되었다. 북측이 남측의 대화 제의에 남북 정상회담으로 호응한 것까지는 그렇
다 해도, 남측의 북미 대화 권유에 북미 정상회담으로 답하고 이것을 미국이 수락
한 것은 예상 밖의 진전이다.
Now we face an unprecedented sequence of summits. Expectations are
understandably high about resolving the North Korean nuclear crisis. But
if you think calmly, an opportunity of a larger negotiation means not only a chance
to resolve the crisis but also the possibility of a complete breakdown.
이제 우리는 남북, 북미 정상회담이 이어지는 초유의 상황을 맞게 되었다. 북핵 문
제 해결에 기대도 커지고 있다. 그러나 냉정히 보면 큰 협상의 장은 해결 기회일 수
도 있고 파국의 계기일 수도 있다.
We should take advantage of this opportunity to find a decisive turning
point for denuclearization and peace, but we should also prepare for
expected risks. To this end, we must be wary of naive optimism. Just because
unprecedented talks will take place, it does not guarantee the resolution of a
decades-long nuclear crisis.
우리로서는 기회를 살려 비핵화와 평화의 결정적 전기를 추구하면서 부수되는 위
험에도 대비해야 할 것이다. 이런 점에서 우선 안이한 낙관을 경계해야 한다. 유례
없는 회담 형식이 생겼다 하여 수십 년 난마와 같이 얽힌 북핵 문제가 해결되리라
고 보기는 어렵다.
What’s important is what will be discussed at the negotiations. There has
been a little progress which exists with ambiguity. Pyongyang promised
to suspend nuclear and missile tests, which is progress. But it is unclear if its
willingness for a denuclearization negotiation means a change in its attitude or a
willingness to listen to the U.S. demand for denuclearization.
정작 중요한 것은 회담할 내용이다. 이 부분에서는 약간의 진전과 모호성이 혼재
되어 있을 뿐이다. 북한이 핵과 미사일 실험 중단을 말한 것은 진전이다. 반면, 비
핵화 협의를 하겠다는 말은 입장 변화인지, 미국이 비핵화를 제기하면 들어 보겠
다는 뜻인지 불분명하다.
Until now, North Korea has insisted that it wants to negotiate as a nuclear
state, but the United States has refused to do so. But U.S. President Donald
Trump accepted the North’s offer for a summit, although Pyongyang’s position on
this matter is unclear. North Korean leader Kim Jong-un, therefore, managed to
win something considerable: he is being treated as an equal counterpart to the U.S.
president by making only a few concessions.
그간 북한은 핵을 갖고 대등한 입지에서 대화하겠다고 해왔고 미국은 이를 거부
해 왔다. 그런데 북한이 정상회담을 제안하자, 트럼프는 북측 입장이 불분명함에
도 전격 수락하였다. 결국 김정은은 약간의 내용을 양보하고 미국 대통령과 동렬
에 서는 모양새를 얻었다.
A summit was decided upon without preparatory negotiations. This is not
normal. It is a risky adventure. If North Korea’s position stays the same,
then the summit will take place amid unclear prospects. That is dangerous.
충분한 사전 협의 없이 정상회담부터 정해진 셈인데, 이것은 정상 수순이 아니다.
모험이다. 만일 북한의 입장이 전과 같다면 회담은 전망이 불투명한 가운데 열리
게 된다. 위험한 일이다.
The next step will be preparation for the North’s maneuvers. North Korea
will try to separate topics for the two summits. Preparation for an inter-
Korean summit will likely progress smoothly, while the North-U.S. summit
preparation may face obstacles. We must not think that we can push forward the
inter-Korean summit because the North-U.S. talks will begin.
다음으로는 북한의 공작에 대비해야 한다. 북한은 두 정상회담을 열자고 해놓고,
회담 별로 의제를 분리해 운영하려 할 것이다. 정상회담을 준비하다 보면 남북은
순항하고 북미는 난항할 수 있다. 우리 쪽에서 혹시라도 북미 대화가 이뤄졌으니
남북대화를 밀고 가도 된다고 보지 않아야 한다. 북에 틈을 주지 않아야 한다.
Furthermore, we must be cautious of any deal between Washington and
Pyongyang that will not include Seoul. We must take into account
Trump’s unpredictability. We must pay close attention to the issues concerning
national security such as a peace treaty and the fate of U.S. Forces Korea.
다른 한편, 북미 간 논의 과정에서 우리 어깨너머로 거래가 오갈 가능성도 유의해
야 한다. 트럼프의 불가측성을 감안해 북미 평화체제나 주한미군 등 안보논의를
잘 봐야 한다.
We should also manage the Japan factor. Japanese Prime Minister Shinzo
Abe decided to visit the United States in April, shortly after the news
broke about the North-U.S. summit. As Korea-Japan relations have deteriorated,
the two countries must not fall out over the North Korean nuclear issue. We must
embrace Japan.
아울러 남북, 북미 정상회담을 준비하면서 일본 요소도 관리해야 한다. 아베는 북
미 정상회담 뉴스를 접하고 4월 방미를 급히 결정했다. 한일관계는 그렇지 않아도
악화일로인데, 이대로 가면 마지막 남은 공조 영역인 북핵서도 대립할 소지가 있
다. 우리로서는 일본도 안고 가야 한다.
