4) On March, four apartments in Dasan, an area in Namyangju, Gyeonggi, sent a notice to the delivery service.
5) “Our apartment complexes do not have appropriate roads for cars…Please use the parking lot for delivery services.”
6) These complexes restricted delivery trucks’ entrance to the apartment grounds.
7) The underground parking lot is the way residents drive around the complex, but its ceilings are only high enough for cars less than 2.3 meters (7.5 feet) tall, and the 2.5- to 3-meter tall delivery trucks cannot even enter.
8) Delivery companies and couriers responded by saying,
9) “The demand is too much.”
10) “We cannot buy shorter cars just for Dasan. It would be too expensive and they hold only two-thirds of what other trucks hold.”
11) “We will place packages, sorted by buildings, in front of the complex. Residents can pick them up from there.”
12) On April 2, the administration office of one of the apartments posted another notice, this time for the residents.
13) The notice, the so-called response manual for couriers, reads,
14) “If the courier says he will leave the package at the entrance for pickup, please respond like this: ‘You can park the truck and deliver it with the cart prepared for couriers. Why should I go pick it up?”
15) The delivery companies say, “Most of the packages that go to the newly built apartments in [Dasan] are large ones, such as furniture or home appliances, so they’re difficult to deliver by lower cars.”
16) “Delivering by cart would be an all-nighter.”

19) “We have to change the building code. The 2.3-meter law was made in 1979, before delivery services. Now we need something that fits the reality.”

21) Some people tried to fix the problem with the “joint base delivery system,” where couriers of delivery companies take it to a joint base, such as in the front of the building, and then local employees deliver it to the doorsteps,
22) but this is not an easy system to introduce, because it increases personnel costs.
23) Dasan is not the only place that is generating this kind of controversy by restricting cars. When will the mess be over?
