Conservatives actually triumph

Many say that the conservative movement has crumbled since the crushing defeat in the June 13 local elections. I do not agree. The Liberty Korea Party (LKP) was not conservative and it never spoke for the conservatives. It just used loquacious rhetoric to protect the vested rights of the establishment while turning a blind eye to the remarkable changes in the world with its cold-war perspective. Since there was no genuine conservative party in Korea, it is insulting to say that the conservatives suffered a defeat. It is more appropriate to say that smart conservative voters delivered their verdict on these stinky reactionaries.

The LKP pursued their usual brand of politics on the unlevel playing field. They cared nothing about productive discussions or policies demanded by the times and were bent on maintaining as much power as they possible could. As its outgoing Chairman Hong Joon-pyo poignantly said, members who regarded the profession of lawmaker as a part-time job after serving as top government officials — and those who only dream about traveling the world on tax money — destroyed politics by keeping to business as usual.

When they felt weak in their logic, they attacked rivals by labeling them “pro-Pyongyang commies.” They had no reason to participate in fierce debates over real world problems. This was how “gangster politics” began — by threatening others to maximize one’s own profits. Even Hong once called the PyeongChang Winter Olympics the “Pyongyang Winter Olympics” and the inter-Korean summit a “show of fake peace.”

When a British journalist asked Kim Moon-soo — who ran for Seoul mayor on the LKP ticket — what would happen if the U.S. Forces Korea were withdrawn after a peace treaty is signed, Kim said, “Korea will be communized and I will be executed by a firing squad.” He was faithful to his Cold War-era logic, but the journalist responded with surprise. The LKP insulted the efforts to realize denuclearization of North Korea and a peace regime. Although it lamented that voters turned against the party, it went too far in seeking forgiveness. It should instead reexamine its outdated politics of inaction.

There are many frames to explain the rapidly changing situation on the Korean Peninsula. Some are optimistic and some pessimistic. Opinion is split even in the United States. During the Singapore summit between U.S. President Donald Trump and North Korean leader Kim Jong-un, an exchange between a “complete, verifiable and irreversible denuclearization” and a “complete, verifiable and irreversible guarantee” of regime security was not stipulated, despite anticipation that it would. Although the United States conceded many things, the North didn’t. The LKP is standing at the center of such pessimism. Their views have some basis and are an important perspective.

At the same time, it is important that the leaders of the United States and North Korea sat down face to face and discussed peace, not war. They expressed mutual trust and are on the threshold of establishing a hotline — instead of threatening each other with nuclear buttons. A historic transition toward denuclearization and a peace regime has begun. It is appropriate to enhance the probability of peace with an unemotional and open-minded attitude, with full preparation for all possibilities and with imagination.

Korean peninsular affairs are unfolding in a complicated way as various countries with different interests are involved. No one person or group can claim a perfect outlook. René Descartes, the father of modern philosophy and a gifted scientist, is great because he strongly doubted his sensory experiences. He even wondered if the world he is feeling is real or a dream. You have to observe the world around you and listen to different opinions till the end to see the whole picture.

When you trust something you only want to trust, you will face a monster. The LKP’s acting chairman, Kim Sung-tae, said, “The people will increasingly turn away from us if we retain our reactionary, cold-war perspective.” That thought must be translated into collective action of the party to restore its lost conservative values.

In the 19th century, the British Conservative Party was ridiculed as a stupid party. “The palace is not safe when the cottage is not happy,” Benjamin Disraeli said at the time, urging the party to resolve income inequalities. The aristocratic Conservative Party became the longest-serving political party in the world through reform, said Park Ji-hang, a professor of western history at Seoul National University. Her remarks are convincing.

The true victor of the latest elections is conservative voters. They made a pragmatic choice. Although they empowered the Democratic Party for now, they will abandon it if it fails to meet their expectations.

Anticipation is high that the victory of the conservative voters — who taught a stern lesson to the reactionary politicians — will overhaul an outmoded political arena.

자유한국당이 '폭망'해서 보수가 궤멸했다고 한다. 동의하지 않는다. 자유한국당은 보수가 아니었고, 보수를 대변하지도 않았다. 세계사적 변화의 흐름에 눈과 귀를 막은 냉전적 사고, 요설(妖說)로 포장한 기득권 밥그릇 챙기기로 일관했을 뿐이다. 그렇다면 보수정당이 아예 존재한 적도 없는데, 보수가 선거에서 무너졌다는 건 보수에 대한 모욕이다. 눈이 밝은 보수 유권자들이 악취가 진동하는 수구(守舊)를 심판했다고 해야 맞다.

자유한국당 세력은 오랫동안 기울어진 운동장에서 참 편하게 정치했다. 시대가 요청하는 생산적 담론과 정책을 꺼내들기보다는 권력의 달콤한 꿀을 빠느라 시간 가는 줄 몰랐다. 전 대표가 된 홍준표의 표현대로 “고관대작 지내고 국회의원을 아르바이트 정도로 생각하는 사람”과 “국비로 세계 일주가 꿈인 사람”이 “지금 이대로”를 외치면서 정치를 시궁창에 쳐박았다.

이들은 논리가 밀리면 상대에게 “너 종북이지, 빨갱이지”라고 눈을 부라렸다. 눈에 핏발이 서도록 토론하고 어떻게든 난관을 돌파할 논리를 개발할 필요가 없었다. 오직 상대를 위협함으로써 나의 이익을 극대화하는 깡패정치는 이렇게 해서 탄생했다. 홍준표는 평창올림픽을 “평양올림픽”으로, 남북 정상회담을 ‘위장평화쇼’라고 했다.

서울시장 후보 김문수는 “평화협정 뒤 주한미군이 철수하면 겪을 후유증이 무엇인가”라는 영국 기자의 질문에 “한국은 적화되고, 나는 총살될 것 같다”고 했다. 분단 냉전시대의 승리 공식에 충실했지만 기자는 “오 마이 갓”이라고 했다. 이들은 비핵화와 평화체제를 실현하기 위한 노력을 모욕했다. 이게 자유한국당의 수준이다. 뒤늦게 “우리가 탄핵당했다”며 무릎을 꿇었지만 시대착오적 무위(無爲)의 정치, 폭력의 정치를 용서받기에는 너무 나갔다.

지금 급변하는 한반도 정세를 설명하는 프레임은 수십, 수백 개다. 낙관론도 있고, 비관론도 있다. 미국에서도 의견이 엇갈린다. 트럼프와 김정은의 정상회담에서 기대했던 '완전하고 검증 가능하며 불가역적인 비핵화(CVID)'와 '완전하고 검증 가능하며 불가역적인 체제보장(CVIG)'의 맞교환은 명시되지 않았다. 미국은 많은 것을 내주었지만 북한의 양보는 거기에 미치지 못했다. 자유한국당은 이런 비관론의 정점에 서 있다. 근거도 있고 놓치지 말아야 할 관점이다.

동시에 미국과 북한의 최고 책임자가 직접 만나 전쟁이 아닌 평화를 이야기하고 있다는 사실도 중요하다. 두 사람은 서로에 대한 신뢰를 표시하고 핵단추 대신 핫라인을 설치했다. 비핵화와 평화체제를 향한 세계사적 전환에 시동이 걸린 것이다. 그렇다면 냉철하되 열린 마음으로, 모든 가능성에 대비하면서 상상력을 가지고 평화의 확률을 높이는 자세가 바람직하다.

한반도 문제는 이해관계를 달리하는 여러 나라와 세력이 관여하고 있어 복잡하게 전개되고 있다. 어떤 인간과 집단도 완벽하게 전망할 수 없다. 근대 철학의 아버지이자 천재 자연과학자인 데카르트가 위대한 점은 자신의 판단을 끊임없이 의심한 데 있다. 심지어 자신이 감각하고 있는 세계가 실제인지, 꿈인지를 고민했다고 하지 않는가. 그렇다면 나를 둘러싸고 있는 세상을 주시하고 상이한 의견을 끝까지 경청하는 자세를 가져야 전모(全貌)에 다가설 수 있다.

너무도 부족한 존재인 내가 믿고 싶은 것만 믿으면 말도 안 되는 괴물을 만나게 된다. 자유한국당 김성태 대표 권한대행은 “수구냉전적 사고에 머물러 있는다면 국민들은 점점 더 외면할 것”이라고 했다. 그의 반성적 인식이 당 차원의 집단적 실천으로 이어져야 열린 보수를 세울 수 있다.

19세기 영국 보수당은 '멍청한 당(stupid party)'으로 조롱받았다. 이 때 디즈레일리는 "오두막이 행복하지 않으면 궁전도 안전하지 않다"며 당이 불평등과 빈부격차 해소에 나서도록 했다. 침체했던 영국의 귀족정당 보수당이 혁신을 통해 세계 최장수 대중정당이 됐다는 박지향(서양사) 서울대 교수의 조언은 설득력이 있다. 기득권에 안주해 온 자유한국당이 과연 이런 치열함을 갖출 수 있을까.

이번 선거의 승자는 보수 유권자다. 스스로의 힘으로 ‘북한이 화해 불가능한 적(敵)’이라는 수구냉전 이데올로기의 굴레를 불태우고 합리적 선택을 했기 때문이다. 보수의 판단력은 건강하게 작동한 것이다. 이들은 더불어민주당에 몸을 맡겼지만 기대에 못 미치면 언제든지 박차고 나갈 것이다.

정당이 제대로 된 비전과 정책을 제시하지 못하면 버림받는 시대가 열렸다. 수구를 혼내준 보수 유권자의 멋진 승리가 구제불능의 낡은 정치판을 제대로 갈아엎기를 바란다.
