Throwing money at a problem (KOR)

The government has come up with a budget for next year amounting to a whopping 470.5 trillion won ($424.4 billion), a 9.7 percent increase from this year. The growth rate is the highest since 2000 except for a 10.6 percent surge in 2009 after the shocks from the global financial meltdown. The government said it did not raise the budget because of any economic crisis. Deputy Prime Minister for the Economy and Finance Minister Kim Dong-yeon explained that a massive budget is required for structural reform of the economy.

But his explanation is not persuasive because our economy’s structural problems — an ultra-low birth rate, a fast ageing society and weakened growth potential — are not new. That’s why suspicions have arisen over the government’s big spending and whether it’s meant to deal with a crisis indeed: its controversial income-led growth policy.

Such a budget will only damage our fiscal health. The government argues that though our fiscal balance against GDP will deteriorate from negative 1.6 percent this year to negative 1.8 percent next year, it can be controlled thanks to increased tax revenues expected this year and next year. But we can hardly buy such optimism. Regarding fiscal sustainability, Kim already said the government should pay heed to our fiscal solidity due to uncertainties lying ahead. The average annual growth rate of the government’s expenditure for 2018-2022 is 7.3 percent, the highest since 2004. But in the same period, tax revenues are expected to increase by 5.2 percent annually. When spending outpaces revenues, a country’s fiscal health cannot help but deteriorate.

The biggest budget increase comes in such areas as public health, welfare and employment, which amounts to 162.2 trillion won, up 17.6 trillion won from this year. In particular, the budget for creating jobs has reached 23.5 trillion won, a 22 percent hike from this year. A new concept of social overhead capital — aimed at improving the public’s living environment — also emerged. That basically means building infrastructure, which can create jobs.

What attracts our attention is the disappearance of the words “income-led growth” from next year’s budget. Instead, it used “improvement in income distribution and expansion of the social safety network.” In Tuesday’s cabinet meeting, President Moon Jae-in said it is the time to find ways to complement the government’s policy instead of returning to the days of low growth and wealth polarization. He must not confuse criticisms of his policies with a demand to return to the past.

내년도 초(超)수퍼예산안, '세금 주도 성장'으로 가는가
정부가 어제 470조5000억원(총지출) 규모의 내년 예산안을 발표했다. 올해보다 9.7% 늘어난 '초(超)수퍼예산'이다. 내년 예산증가율은 글로벌 금융위기에서 벗어나기 위해 재정 지출을 대폭 늘렸던 2009년(10.6%)을 제외하면 2000년 이후 가장 높은 수준이다. 김동연 경제부총리는 “지금 경제 위기는 아니지만 경제와 사회가 안고 있는 구조적인 문제를 개혁하기 위해 재정의 뒷받침이 필요하다”고 말했다. 하지만 저출산·고령화와 성장 잠재력 저하라는 한국 경제의 구조적 문제가 어제오늘의 일은 아니라는 점에서 김 부총리의 설명은 설득력이 약하다. 오히려 올 들어 고용과 분배 지표들이 급속히 나빠지면서 민주당과 진보단체들이 "깜짝 놀랄 만큼 재정지출을 늘리라"고 압박한 때문이 아닌지 궁금하다. 최저임금 인상을 비롯한 소득주도 성장 정책의 '과속 스캔들'이 빚은 고용 참사를 메우느라 예산을 크게 팽창시켰다는 비판이 나오는 이유다.
당장 걱정되는 게 재정건전성이다. 올해와 내년의 세수 여건이 좋기 때문에 재정을 넉넉하게 쓸 수 있다는 정부의 낙관론은 받아들이기 힘들다. 경제부총리조차 어제 기자회견에서 재정의 지속가능성과 관련해 "내후년 이후 중기적으로는 불확실성 때문에 짚어봐야 한다"고 하지 않았는가. 국가재정운용계획에 따르면 2018~2022년 재정지출 연평균 증가율은 7.3%다. 정부가 국가재정운용계획을 짜기 시작한 2004년 이후 가장 높은 수준이다. 같은 기간 재정수입은 연평균 5.2% 증가하는 것으로 전망했다. 나라 곳간에 들어오는 돈보다 나가는 게 더 많으니 재정건전성은 갈수록 악화할 수밖에 없다.
내년 예산을 보면 보건·복지·고용 분야 지출이 17조6000억원 늘어난 162조2000억원으로 가장 많이 증가했다. 특히 일자리 예산이 올해보다 22% 늘어난 23조5000억원에 달했다. 이런 경직성 예산이 늘면서 내년 의무지출 예산 비중이 51.4%로 재량지출(48.6%)을 웃돌았다. 재정의 유연성과 위기대응 능력이 그만큼 떨어진 것이다. 공무원 3만6000명 증원도 두고두고 재정에 부담이 될 것이다. 정부는 민간 일자리 창출의 '마중물'을 기대하지만 '고인 물'에 그칠 가능성이 크다. 반면 미래 성장동력 강화와 혁신성장에 도움이 되는 연구개발(R&D) 예산은 올해보다 7000억원 늘어나는 데 그쳤다. 이번 예산안에 지역밀착형 생활 사회간접자본(SOC) 투자라는 새로운 개념도 등장했다. 그동안 SOC 투자에 부정적이었던 이 정부도 고용 사정이 급해지자 입장을 바꿔 SOC에 눈을 돌린 것이다. 그렇다면 한 걸음 더 나아가 항만·공항·철도·도로·통신 등 전통적인 SOC 투자도 미래의 성장 잠재력이나 국민 안전이라는 측면에서 미진한 부분이 없는지 살펴야 한다.
이번 예산안에는 '활력'이란 단어가 등장해 '내 삶의 플러스, 2019년 활력예산안'이 으뜸구호가 됐다. 1년 전 자주 언급됐던 '소득주도 성장'이라는 표현은 예산안 자료에서 사라졌다. 그 자리를 '소득분배 개선 및 사회안전망 확충'이라는 문구가 차지했다. 문재인 대통령은 어제 국무회의에서 경제정책 비판에 대해 "저성장과 양극화의 과거로 되돌아가자는 무조건적 반대가 아니라 부족한 점과 보완 대책을 함께 찾는 생산적 토론이 되기를 기대한다"고 말했다. 당연히 소득주도 성장에 대한 비판이 곧 저성장과 양극화의 과거로 되돌아가자는 주장일 순 없다. 하지만 당장 눈앞에 드러난 처참한 고용 및 양극화 통계조차 전혀 인정하지 않으면서 "소득주도 성장의 효과가 나타날 때까지 기다려 보자"는 것은 결코 생산적 토론을 위한 자세가 아니다. 경제 활력은 시장에서 나오고, 정부는 시장 실패를 보완하는 역할을 맡아야 한다는 경제의 기본원칙을 받아들이는 것이 중요하다. 그것이 대통령이 원하는 생산적 토론의 출발점이 돼야 할 것이다.
