An empty promise? (KOR)

A kindergarten building in Seoul nearly collapsed after a wall at a nearby construction site for an apartment complex fell over. The four-story Sangdo Kindergarten in Dongjak District, southern Seoul, crumbled as the ground it sat on gave way as the wall from the construction site caved in. We do not want to imagine what would have happened if the building came crumbling down in the daytime with 122 kindergartners inside.

The kindergarten had been trying to call attention to safety issues at the site. A professor said he had warned off a collapse due to weak geologic foundations after he investigated the site in March at the kindergarten’s request. The kindergarten said it sought outside advice, as the building had been shaking since the construction begun. It filed complaints with the district administrative office and the constructor upon finding fissures in the building floors. But the district office did not act, nor did the construction company take appropriate safety measures during heavy rain.

The accident is the result of poor oversight of construction sites. Due to scarcity of land, many buildings are being built on slopes. Authorities license their construction without inspecting the geologic conditions. Last month, a giant sinkhole opened at an apartment complex near a construction site. Reckless building and licensing is putting the public’s safety at risk.

Korea’s government has repeatedly vowed to make society safer after the Sewol ferry tragedy. President Moon Jae-in made the same promise. Despite annual nationwide inspections, major accidents continue. The government and local administrations must see this latest incident as their last chance. They must toughen oversight over potential risks to public safety and increase the penalties for poor safety compliance.

한밤중 유치원 붕괴, '안전 대한민국' 헛구호인가
이런 일을 한밤중 날벼락이라고 하던가. 엊그제 심야에 서울 상도동 공동주택 공사현장 축대가 무너지면서 유치원 건물이 폭삭 내려앉을 뻔한 사고가 발생했다. 공사장 흙막이가 무너지면서 지반이 침하해 상도유치원 건물이 한쪽으로 심하게 기운 것이다. 절벽에 걸쳐 있는 유치원은 아슬아슬했다. 유치원생 122명이 있던 한낮이었다면 어떤 일이 벌어졌을지 상상조차 하기 힘들다.
이번 사고도 예견된 인재(人災)였던 것으로 드러나고 있다. 전문가와 유치원 증언이 그걸 말해준다. 이수근 서울시립대 교수는 어제 "유치원 의뢰로 3월 말 현장 점검을 해보니 편마암 지질이 취약해 붕괴 위험성이 높다고 경고했다"는 자문의견서를 공개했다. 6개월 전에 이미 붕괴위험을 예측했던 것이다. 유치원 측도 지하 1층, 지상 3층인 유치원 곁에서 공사가 시작된 이후 건물이 흔들리고 균열이 생겨 자문을 구했다고 밝혔다. 유치원 측은 건물 바닥에 30~40mm의 균열까지 생겼다며 동작구청과 건설업체 측에 계속 민원을 제기했다고 한다. 하지만 구청은 아무런 조치를 취하지 않았다. 덩달아 업체 측도 폭우 때 지반침하에 전혀 대비하지 않았다. 어이가 없을 뿐이다. 철저히 조사해 책임을 물어야 할 것이다.
이번 사고는 공사현장 관리 부실에 대한 '레드카드'다. 도심 곳곳에는 빈터만 있으면 경사지에 다락논 만들듯 공사가 벌어진다. 상도유치원 인근처럼 붕괴에 취약한 편마암 지질이든, 지반 약화 위험성이 있든 상관 않고 허가를 내준다. 지난달 발생한 금천구 아파트 땅꺼짐 사태도 그런 책임에서 자유롭지 않다. 주먹구구식 행정과 난개발의 후유증이다.
국민의 안전과 생명을 지키는 안심 사회는 세월호가 남긴 큰 과제다. 문재인 정부도 국정과제로 정했다. 하지만 세월호 참사 이후 해마다 국가안전 대진단을 실시했지만, 제천·밀양 화재 등 각종 참사가 잇따랐다. '안전 대한민국' 구호만 요란했을 뿐 현장이 움직이지 않았기 때문이다. 정부와 자치단체는 이번 사태를 우리 사회의 안전 불감증에 대한 마지막 경고로 받아들여야 한다. 국민 안전을 위협하는 현장 점검을 망라한 사회 안전망을 촘촘히 재정비해야 한다. 안전관리 부실에 대한 처벌 규정도 대폭 강화해야 할 것이다.
