Not the time to experiment (KOR)

The tit-for-tat trade war between the world’s two largest economies escalated to a new level after U.S. President Donald Trump ordered 10 percent tariffs on $200 billion worth Chinese goods. The tariffs will be upped to 25 percent beginning next year. Beijing responded that it has “no choice” but to retaliate. It is expected to act out its earlier threat of slapping tariffs on $60 billion worth of American goods. Washington won’t likely back down. It plans to levy additional tariffs on Chinese goods worth $267 billion, which could cover almost all of imports from China, if Beijing retaliates. The game of chicken is bound to go on until one of them gives in.

The widening showdown between the two casts a dark cloud over the recovering global economy. According to Reuters, an increase of tariff-slapped imports by $100 billion reduces global commerce by 0.5 percent and economic growth rate by 0.1 percentage point. The growing trade conflict and protectionism has sparked fears of a global crisis recurring every 10 years.

Financial instability from emerging economies of Turkey, Argentina, India and Indonesia is another concern. The ominous developments on the global trade front bode badly for the export-reliant Korean economy. The economy with fragile domestic demand could rapidly shrivel if its mainstay exports of semiconductors, automobile, steel and petrochemicals are shaken.

The Korean economy is sluggish with no signs of relief on the worsening job front due to fallout from the government’s income-led growth policy. External dangers are looming over the economy, which is already suffering from internal problems. Yet the government does not seem to sense the gravity of the situation.

The government must place itself at a vigilant posture based on the worst case scenario. While ensuring defense of the frontiers from external shocks, it must work on ways to hone the competitiveness of Korea Inc. through deregulation and flexibility in the labor market. This is no time for the government to experiment with its inward growth policy.

미·중 무역전쟁 확산일로…정부 정책에 위기의식 안 보인다
미국 도널드 트럼프 행정부가 결국 미·중 무역전쟁 확전의 스위치를 눌렀다. 트럼프 대통령은 중국산 수입 제품 2000억 달러어치에 대해 10%의 관세 부과 조치를 발표했다. 이마저 내년에는 25%로 오르게 된다. 중국은 600억 달러어치의 미국산 수입품에 대한 보복관세 부과로 맞대응한다는 방침이다. 하지만 미국은 중국이 보복할 경우 추가 관세 대상 물품을 2670억 달러, 사실상 중국산 수입 제품 전체로 확대한다고 으름장을 놓고 있다. 그야말로 끝 간 데 모를 무역전쟁이다.
미·중 무역전쟁 확산은 세계 경제의 위협 요인이다. 로이터통신에 따르면 관세에 영향받는 수입품 규모가 1000억 달러씩 늘어날 때마다 글로벌 무역 규모는 0.5% 감소하고, 세계 경제성장률은 0.1%포인트 하락할 것으로 추산됐다. 2008년 이후 10년 만에 나오고 있는 경제위기 재발론의 가장 큰 위협 요인이 바로 양국 무역전쟁과 글로벌 보호무역주의다.
최근 터키·아르헨티나·인도·인도네시아 등 신흥국에서 시작된 금융시장 불안도 확산 추세다. 이런 상황은 수출로 먹고사는 우리 경제에는 치명적인 위기다. 특히 반도체·자동차·철강·석유화학 등 수출 주력 제조업의 피해는 가늠하기 힘들 정도다.
우리 경제는 내부적으로 소득주도 성장의 부작용과 겹치면서 경제 침체와 고용 부진에 시달리고 있다. 내부 혼란에 정신이 팔린 사이 외부에서는 엎친 데 덮친 격의 먹구름이 몰려오고 있다. 그런데도 정부 정책에서 불확실한 경제 환경에 대한 위기의식은 찾아보기 힘들다.
글로벌 시장 상황에 대한 모니터링, 최악의 시나리오를 가정한 범정부 차원의 경계 태세는 기본이다. 근본적으로는 노동시장 유연화와 규제 완화 등으로 기업의 투자 의욕을 고취해 주력 제조업의 경쟁력을 되찾을 방법을 고민해야 한다. 소득주도 성장에 매달리고 있는 지금의 정책 기조로는 힘든 일이다.
