A critical week (KOR)

Still flushed and fatigued from the excitement of his three-day visit to North Korea, South Korean President Moon Jae-in is wasting no time on the diplomatic front. He will fly to the United States on Saturday to meet with U.S. President Donald Trump on Monday and deliver a speech at the United Nations General Assembly on Thursday. During his tight schedule, he must get full support from the United States and the international community for the landmark agreements he made at two inter-Korean summits to expedite denuclearization through dialogue between Pyongyang and Washington.

A lot is on Moon’s plate, but he doesn’t have to worry about a cold shoulder in New York. Trump wrote on Twitter that the two Koreas have made “tremendous progress,” and the hawkish mood in Washington has softened after Kim pledged actual and verifiable steps toward denuclearization.

North Korea and the United States still differ greatly on the terms. Pyongyang wants “corresponding actions” like a war-ending declaration while Washington continues to insist that denuclearization must come first. That is why Moon’s mediating role is crucial.

What Moon and Trump agree to in New York could determine the future of the Korean Peninsula. Moon said he had other details to share that were not announced publicly. In order to convince Trump and the hawks in Washington, those items must specifically be a request for North Korea to hand over a list of its nuclear materials and verify the dismantlement of weapons. Kim must follow through with actions to show he is sincere.

Trump is expected to reveal his response to North Korea when he stands on the UN podium on Tuesday after a summit with Moon. On the same podium one year ago, he threatened to “totally destroy” North Korea. We sincerely hope to hear peaceful overtures from him this time around.

In the backdrop, senior officials from Pyongyang and Washington are preparing for a renewed round of dialogue. U.S. Secretary of State Mike Pompeo will meet with North Korean Foreign Minister Ri Yong-ho at the UN General Assembly in New York. Stephen Biegun, the U.S. special representative for North Korea, could also meet North Korean officials in Vienna, where the International Atomic Energy Agency (IAEA) is headquartered.

Next week could be another turning point for the Korean Peninsula. Moon must demonstrate his worth as a mediator. At the same time, he must be mindful not to loosen our security posture and military alliance with Washington in a hurried pursuit of peace. Denuclearization and security should be the top priority no matter what.

추석 연휴 뉴욕 외교전에 걸린 비핵화 운명 그제 북에서 돌아온 문재인 대통령이 내일 미국으로 떠난다. 평양과 백두산으로 한반도를 뜨겁게 달궜던 2박 3일의 방북 일정에 따른 여독이 채 가시기도 전에 서둘러 강행군에 나서는 모습이다. 한반도의 비핵화와 평화정착을 위한 임무가 그만큼 중하다는 방증이다.

문 대통령은 추석인 24일 도널드 트럼프 미 대통령과 정상회담을 하고 27일엔 유엔 총회에서 연설한다. 일정 자체가 숨가쁘기도 하지만 중요한 건 3차 남북 정상회담에서 이뤄진 합의 사항에 대해 미국과 국제사회의 지지를 받아내는 일이다. 그래야 비핵화를 위한 북·미 대화가 탄력을 받고 남북관계 개선 노력이 동력을 얻을 수 있기 때문이다.
미국으로 향하는 문 대통령 어깨가 결코 가볍지 않다. 그러나 발걸음마저 무거운 건 아니다. 트럼프 대통령이 9.19 평양공동선언에 긍정의 트윗을 날리고 “한국과 북한에서 큰 진전이 이뤄지고 있다”고 평가한 데서 보이듯 3차 남북 정상회담 결과에 대해 우선은 호의적 반응을 보이고 있어서다.
북·미 사이엔 아직 간극이 크다. 북한은 종전선언으로 여겨지는 미국의 ‘상응 조치’를 요구하고 있고, 미국은 그제 국무부가 “비핵화가 먼저”라고 밝혔듯이 북한의 선 비핵화 이행 조치를 요구하는 입장에서 변함이 없다. 북·미 모두로부터 중재자를 부탁 받은 문 대통령의 역할이 중요한 이유가 여기에 있다.
따라서 남북 정상회담의 결과를 안고 이뤄지는 이번 추석 연휴의 문재인-트럼프 회담은 한반도의 운명을 가르는 한 분수령이 될 전망이다. 관건은 문 대통령이 트럼프 대통령에게 풀 보따리 안에 어떤 내용이 담겼는가다. 문 대통령은 평양공동선언에 담지 않은 내용들이 있다며 그걸 트럼프 대통령에게 ‘상세하게’ 전할 것이라고 했다.
우리는 그것이 핵 신고와 검증을 줄기차게 요구하는 미국의 바람에 부합하는 김정은 북한 국무위원장의 메시지이기를 희망한다. 구체적인 비핵화 이행 조치이기를 기대한다. 김 위원장 스스로 “핵무기와 핵 위협도 없는 평화”를 강조했듯이 한반도에 ‘핵 있는’ 평화란 존재할 수 없기 때문이다.
한·미 정상회담 결과는 이튿날인 25일 트럼프 대통령의 유엔 총회 연설을 통해 드러날 전망이다. 트럼프 대통령은 지난해 이맘때 유엔 연설에서 북한에 대한 “완전 파괴”를 운운하며 전쟁 분위기를 고조시켰다. 한 해가 흐른 뒤인 지금에도 비슷한 파동이 계속돼선 곤란하다. 대신 트럼프 대통령으로부터 ‘2차 북·미 정상회담’을 희망하는 발언이 나오길 바란다.
이 경우 29일 이용호 북한 외무상의 유엔 연설 시점을 전후해 마이크 폼페이오 미 국무장관과 이 외무상 간의 북·미 고위급 회담이 열리고 이는 다시 국제원자력기구(IAEA)가 있는 오스트리아 빈에서 북·미 실무 대표가 모이는 자리로 이어질 것이다. 한마디로 한반도 비핵화와 평화정착 프로세스가 급물살을 타게 된다.
결국 추석 연휴의 한·미 정상 회동 결과에 따라 한반도 정세가 큰 분기점을 맞을 전망이다. 역사적인 6.12 첫 북·미 정상회담을 이뤄낸 문재인 대통령의 중재가 또 한번 빛을 발하기를 기대한다. 그러나 한반도 평화정착을 하루빨리 이루려는 바람에서 비핵화의 가시적인 성과도 얻기 전에 안보 태세의 긴장부터 풀어버리는 우(愚)는 범하지 않도록 해야 할 것이다. 매사엔 순서가 있는 법이기에 말이다.
