내로남불(내가 하면 로맨스 남이 하면 불륜) 얼핏 사자성어 같아 보이기도 하지만 사자성어는 아닌 이 말의 원작자는 누구일까…"내가 창작한 말이다" 주인공은 박희태 전 국회의장이었습니다. 지난 1996년 15대 총선 직후에 당시 여당인 신한국당이 이른바 '의원 빼가기'를 시작했는데 여기에 대해서 야당이 비판하자 자신이 이 '내로남불'의 논리를 들어서 반박했다는 것이죠. 하긴 22년 전이긴 하지만 그가 그 말을 했다는 것은 그 시대를 살았던 모두에게 어렴풋이 기억나는 일이기도 합니다.
Naeronambul (If I do it, it’s romance. If someone else does it, it’s an affair.) At first glance, this phrase looks like a Chinese idiom, but it actually is not. Then who is the person that created this phrase? “I am the creator of this phrase.” Were the words of Park Hee-tae, a former speaker of the National Assembly. Right after general elections in 1996, when the opposition party accused the ruling New Korea Party of “stealing lawmakers” away from them, Park used this phrase to justify the action. Now that I think about it, even though it was 22 years ago, people who were around at that time do vaguely remember him saying those words…

장면은 바뀌어서 2018년의 막바지. 단돈 천 원 아니 몇백 원으로도 삶을 꾸리는 노동자의 희와 비가 엇갈리는 것은, 또 심지어는 생사가 엇갈리는 것은 예나 지금이나 같은데… 더구나 줄어든 일자리 탓에 임금을 줄이고 대신 고용을 늘리는 일자리 나누기가 뜨거운 이슈가 된 경제상황에서 정작 스스로의 연봉은 예외였던 것일까…
Even in 2018, the happiness and livelihood of workers depends on just a few hundred won. Especially now, as available jobs dwindle, job sharing through cutting wages has become a hot issue. I wonder whether lawmakers think they are exceptions in cutting salaries to create jobs?

The National Assembly passed a budget bill whose approval came six days after the legal deadline. Amidst the prolonged deliberation; there was one category that was approved at lightning speed: “The salary hike for lawmakers.” However, budget cuts or complete revocations were made to categories like creating jobs for young people, giving allowances to the unemployed and providing a basic pension for the elderly.

물론 제대로 일만 잘한다면야 세비 좀 올려줘도 나쁘지는 않겠으나, 우리가 일상적으로 마주하는 장면이란 툭하면 멈춰서는 국회, 텅 빈 본회의장의 풍경, 쌈짓돈같이 사용하는 특활비, 각종 외유성 출장…오죽했으면 국회의원 본연의 임무인 입법과 정책개발에 우수한 의원에게는 총 1억 9000만 원의 포상금마저 주어진다는데… 비난에 못 이겨 도로 그 돈을 내놓겠다는 말까지 나오고 있다고는 하지만 그들은 과연 타인의 임금에 서슬같이 엄격한 만큼 스스로의 임금에도 엄격한 것일까…
Of course, if we truly believe that they worked hard enough to earn a raise, then there would be no repulsion when we heard this news. However, the images that come to our mind when we think about the National Assembly is: members never coming to a consensus, an empty National Assembly Hall, legislators using state money like their own spending money and, of course, we can’t forget overseas trips pretending to be business trips. Indeed, even a reward of 190 million won ($168,000) is given to the legislators who are devoted to their responsibilities and work for political development. There are rumors that some, who could no longer face the criticism that they endured from other legislators about taking the money, gave it back. You would think that those who are so critical about other people’s salary hikes would be equally as critical about theirs.

"내로남불은 내가 창작한 말" 그는 약간의 으스댐을 녹여서 이렇게 말했겠죠. 그러나 이 말을 처음 꺼낸 이가 그인지 아닌지는 사실 그리 중요하지 않을 수도 있습니다. 이 단어가 가장 어울리는 가장 적재적소는 이래저래 단어가 처음 태어난 바로 그곳, 정치권이니까요.
“Naeronambul. I am the creator of this phrase.” He subtly boasted about his invention to the world. However, it’s not really important if he was the original creator of this phrase, or if it was someone else. All that we need to know about the origin of this phrase is that it was born in the right place with the right people - in politics.
