군<軍> 특별학점제


이스라엘 군대에서 쓰는 말 가운데 ‘로시가돌(roshgadol)’이 있다. ‘큰 머리’라는 뜻의 히브리어다. 군대에선 ‘책임감을 가지고 적극적으로 맡은 일 이상을 해내는 것’이란 의미다. 이스라엘의 저력이 군대에서 익힌 로시가돌 정신에서 나온다고 할 정도다. 이스라엘 군대가 ‘국가 인재양성소’로 불리는 까닭이다.


이스라엘 군대의 특징은 ‘학습’이다. 소수의 병력으로 거대한 아랍군에 대항하기 위해서는 “군인 한 사람 한 사람이 똑똑해지지 않으면 안 된다”는 절박감이 깔려 있다. 군 복무가 철저히 교육과 연계된다. 그 정점에 ‘탈피오트(Talpiot)’가 있다. 최고 중의 최고를 뜻하는 과학기술 엘리트 군인 육성 프로그램이다. 이스라엘 대표 벤처기업 창업자의 상당수가 탈피오트 출신이다. IT정보부대인 ‘8200부대’에도 우수 인재들이 몰린다. 이곳 출신들이 창업한 사이버 보안 기업만 400개가 넘는다. 학습하는 군대가 창업의 요람인 셈이다. 이스라엘에서 “어느 대학 출신이냐”보다 “어느 부대에서 근무했냐”가 더 중요시되는 이유다.

미국 대학은 군 경험을 학점으로 인정해 준다. ‘군 경력 인증서(VMET)’ 제도다. 전국 대학 6000여 곳 가운데 2700여 곳이 참여하고 있다. 학점 수와 과목은 다양하다. 조지워싱턴대는 군 경험을 최대 60학점까지 인정해 준다. 인디애나주립대는 재작년 한국군에서 복무한 복학생에게 리더십 3학점, 기초체육 3학점을 부여했다.

한국 군대도 한때 ‘학교’ 역할을 했다. 1950~60년대엔 군대에 가서 글을 깨치고 기술을 배운 경우가 적잖아서다. '군대 다녀오면 사람 된다'는 말이 나온 연유이지 싶다. ‘학습하는 병영’을 위한 본격적인 시도는 2004년 ‘군 인적자원 개발을 위한 민·관·군 협약’이다. 슬로건이 ‘갈 수밖에 없는 군에서, 가고 싶은 군으로’다. 대학 원격강좌가 결실 중 하나다.


우리 국방부가 한 걸음 더 나아갈 모양이다. 엊그제 ‘군 복무 특별학점제’ 방안을 내놨다. 대학 재학 중 입대한 사병이 원격강좌 외에 특기병 교육과 군 복무 학점 인정으로 최대 21학점을 취득해 ‘1학기 조기 졸업’을 가능케 하자는 취지다. 당장 여성계가 역차별이라며 반발할 태세다. ‘국방 소홀’을 우려하는 목소리도 나온다. 군의 사명은 물론 국방이다. 그렇다고 학습과 자기계발이 국방과 양립하지 못하는 건 아니다. 오히려 강군으로 가는 길임을 이스라엘이 보여준다. 군 복무가 ‘단절’이 아니라 ‘새로운 기회’가 될지 지켜볼 일이다.

for learning → to increase learning 문맥상 학습을 ‘증대’하려는 것, effort는 일시적 노력을 뜻하므로 지속성을 띠는 전치사 for은 잘 어울리지 않으므로 to 부정사로

serve → serve in 일반 서비스가 아닌 군복무는 serve in으로
