Kim’s last chance (KOR)

On Wednesday, South and North Korea held a groundbreaking ceremony at Panmun Station in Kaesong, North Korea, to reconnect inter-Korean railways and roads. The event was made possible thanks to the South Korean government’s close consultation with Stephen Biegun, the United States Special Representative for North Korea, over whether such an event could be allowed despite sanctions imposed by the UN and the United States on North Korea after its repeated nuclear and missile tests. With the successful staging of the event, expectations are growing for Washington and Pyongyang to make progress in deadlocked talks about the denuclearization of North Korea after U.S. Secretary of State Mike Pompeo’s fourth visit to Pyongyang in October.

After close coordination with Washington, Seoul also plans to deliver Tamiflu — an antiviral medicine for treatment of influenza — to North Korea by the end of the year. The United States is also considering the idea of lifting its travel ban on North Korea for some categories of Americans. Vice President Mike Pence cancelled a speech criticizing human rights violations by North Korea. Pyongyang must not miss the opportunity.

Despite an agreement on the denuclearization of the Korean Peninsula between U.S. President Donald Trump and North Korean leader Kim Jong-un in Singapore, both sides could not make any progress over the last six months. The stalemate is mostly due to the North’s reluctance to take follow-up measures, including reporting its nuclear facilities and stockpiles. North Korea wants to see sanctions lifted as soon as possible and draw economic aid from the United States by directly striking a deal with Trump.

But Pyongyang must understand that it can hardly expect the lifting of multi-layered sanctions without convincing Capitol Hill of its sincerity. Washington only allowed the groundbreaking ceremony to take place, not the $8 million in humanitarian aid that Seoul has been trying to give Pyongyang since last year.

Moreover, Trump’s power is expected to shrink in 2019. When the new Congress convenes in February, the Democrat-controlled House of Representatives is expected to attack Trump’s North Korea policy. Pyongyang must not turn a deaf ear to our unification minister’s warning that inter-Korean relations will get worse unless substantial progress is made on the denuclearization front. The ball is in North Korea’s court. We hope Kim Jong-un seizes the last chance to denuclearize in his New Year’s address.

철도연결 착공식 성료…북한, 마지막 기회 놓치지 말기를
남북이 26일 개성 판문점역에서 철도·도로 연결 착공식을 가졌다. 미국과 유엔의 대북제재가 걸림돌이었지만 방한한 스티븐 비건 미 국무부 대북정책 특별대표가 정부와 긴밀히 조율한 끝에 제재 예외가 인정돼 성사된 행사다. 이를 계기로 지난 10월 마이크 폼페이오 미 국무장관의 4차 방북 이후 표류를 거듭해온 북·미 대화가 재개돼 북한 비핵화와 평화 프로세스의 진전이 있기를 바라는 기대감도 일고 있다.
정부는 이 밖에도 한·미 조율에 따라 독감 치료제인 타미플루 20만 명 분을 연내 북한에 전달할 계획이다. 미국도 미국인의 북한 방문 금지 해제를 검토하고, 마이크 펜스 부통령이 북한 인권 상황을 비난하는 내용의 연설 일정을 취소하는 등 전향적인 모습을 보이고 있다. 북한은 이 기회를 놓치지 말아야한다.
지난 6월 싱가포르에서 김정은 위원장과 도널드 트럼프 대통령이 만나 '한반도 비핵화'에 합의했지만 그후 반년이 넘도록 비핵화 프로세스는 한 발짝도 전진하지 못했다. 북한이 핵 신고 등 후속 조치를 거부하고 미국 실무진과 대화조차 기피하면서 시간을 끌어 왔기 때문이다. 북한은 미국 관료들과의 까다로운 협상 대신 트럼프 대통령과의 '화끈한' 담판을 통해 제재해제와 경제지원을 끌어내겠다는 속셈으로 보인다. 그러나 북한 비핵화에 대한 워싱턴 조야의 초당적 의지와 이중 삼중으로 북한을 얽어맨 제재망은 트럼프 1인의 '결단'만으로는 절대 뚫릴 수 없다. 당장 미국은 철도·도로 연결 착공식이란 일회성 '이벤트'만 허용했을 뿐 정부가 지난해부터 추진해온 800만 달러 대북 인도적 지원조차 승인하지 않았다. 게다가 내년 들어선 트럼프 대통령의 힘도 예전 같지 않게 될 공산이 크다. 내년 2월 이후 미 의회가 2019년도 회기를 개시하면 하원을 장악한 민주당이 트럼프 대통령의 대북 정책에 대대적 공세를 펼 것으로 관측되고 있기 때문이다. "내년 2~3월 안에 비핵화가 본격 궤도에 올라서지 않으면 (남북관계가) 상당히 어려워질 것"이란 조명균 통일부 장관의 말을 평양은 허투루 듣지 말아야 한다.
이젠 김정은 위원장에게 달렸다. 연말 숨가쁘게 이어진 한국의 중재 노력과 철도 착공식으로 상징되는 미국의 양보 조치에 화답해 북한에 주어진 마지막 '기회'를 살려내기 바란다. 내년 1월 신년사에서 비핵화 진전을 위한 통 큰 결단을 제시하길 기대해 본다.
