Leadership is needed (KOR)

President Moon Jae-in still seems reluctant to change course in economic policy. In a New Year’s speech at the Korea Federation of SMEs on Wednesday, he stressed, “This is the way to go if we want to change the way our economy has been running.” Despite the public’s growing disgruntlement with his economic direction, he underscored that he will do his best so the people can feel the good results of his economic policy. “2018 was the year when my administration tried hard to change the structure of our economy and society in a big way,” he said.

His remarks translate into a determination to press the government’s current policies until they bear concrete results. But he did not use the words “income-led growth.” A senior Blue House official said that does not mean there will be a change in the government’s basic policy direction, though it could signify some flexibility.

Moon has long questioned why the people are not feeling the accomplishments of his economic policy. Over a lunch on Dec. 31 with leaders of the ruling party, he attributed it to attacks from conservative media outlets and opposition parties. That shows how different his view on the economy is from ordinary people’s. An increasing number of people are suffering the unwanted side effects of his economic policy instead of its fruits. Our employment rate has hit its lowest-ever level, corporate investments are frozen and the income gap has actually widened rather than narrow.

In a Gallup Korea poll last month, disapproval of the government surpassed approval due to growing public dissatisfaction with its economic performance — 47 percent cited their worsening economic conditions as the most important factor in their position. On top of this, 32.2 percent singled out economic leadership as the most crucial qualification required of a president. That’s a call for Moon to do something to revitalize the economy. Instead, he seems to have fallen into the trap of dogma.

In his speech on Jan. 2, Moon said, “Economic development and job creation are possible when companies invest.” We welcome that sentiment, but despite his vows to remove regulations on businesses, no progress has yet been made. Moon instructed senior officials to moderate the rapid pace of minimum wage hikes, but the minimum wage rose anyway. We are dumbfounded by his lack of leadership.

The public demands economic leadership. Moon must change his economic policy to rejuvenate our sagging economy. That’s the way to give hope to the people, as he promised in his New Year’s speech.

국민은 대통령에게 '경제정책 전환'의 리더십을 원한다 여전히 바꿀 뜻은 없었다. 방향 선회를 바라는 국민의 생각과 달랐다. 현 정부의 경제 정책 얘기다. 문재인 대통령은 어제 여의도 중소기업중앙회에서 열린 신년회에서 “우리 경제를 바꾸는 이 길은 반드시 가야 하는 길”이라고 말했다. 문 대통령은 “2018년은 우리 경제와 사회 구조를 큰 틀에서 바꾸기 위해 정책 방향을 정하고 제도적 틀을 만들었던 시기였다”며 “2019년은 정책의 성과들을 국민께서 확실히 체감할 수 있도록 최선을 다하겠다”고 했다. 구상한 성과가 나올 때까지 현 정책기조를 밀어붙이겠다는 의미다. 소득주도 성장은 한 번도 거론하지 않았다. 그러나 청와대 고위관계자는 “국민이 체감할 경제 성과를 내기 위해 소득주도 성장 기조 아래의 정책을 유연하게 가져갈 수는 있어도 기조 자체가 변하는 것은 아니다”라고 설명했다.
문 대통령은 그간 줄곧 “경제 정책의 성과를 국민이 체감하지 못한다”고 해 왔다. 지난달 31일 여당 지도부와의 오찬에서도 “‘경제 실패’프레임이 워낙 강력하게 작동하고 있어, 성과가 국민에게 제대로 전달되지 않는다”고 했다. 국민이 느끼는 현실과는 동떨어진 판단이다. 지금 국민은 경제 정책의 성과가 아니라 부작용에 허덕이고 있다. 고용은 참사 수준이고, 기업 투자는 얼어붙었으며, 소득 불평등은 오히려 악화했다.
지난해 말 한국갤럽 조사에서 ‘데드 크로스(정권에 대한 부정 평가가 긍정 평가보다 많은 것)’가 나타난 이유도 경제였다. 절반 가까운 47%가 부정 평가의 이유로 ‘경제ㆍ민생 문제’를 들었다. 이에 더해 국민은 가장 중요한 대통령의 자질로 경제 리더십(32.2%)을 꼽았다. 오늘자 중앙일보 신년 여론조사 결과다. 요컨대 “대통령이 리더십을 갖고 경제를 일으킬 수 있도록 정책을 다시 짜라”는 게 국민의 주문이다. 이를 외면하고 현 정책을 도그마처럼 끌어안고 가겠다는 건 독선일 뿐이다.
문 대통령은 신년회에서 “경제 발전도 일자리도 결국은 기업의 투자에서 나온다”며 “기업이 투자하기 좋은 환경을 만드는 데도 힘쓰겠다”라고도 했다. 지당한 말이다. 경제단체장들과 4대 그룹 총수 앞에서 한 발언이니만큼 무겁게 다가온다. 그러면서도 일말의 의문을 지울 수 없다. 문 대통령은 여러 차례 “투자하기 좋은 여건을 만들겠다” “규제를 혁파하겠다”고 공언했다. 하지만 현실은 어떤가. 기업을 옥죄는 법 개정이 이뤄지고, 규제는 꼼짝달싹 않으며, 노동 시장 유연화는 한 발짝도 나가지 못하고 있다. 대통령이 ‘최저임금 보완’을 얘기했으나 정작 고용노동부는 주휴 시간을 포함해 최저임금을 확 올려놓았다. 대통령의 말과 실제 정책 집행이 따로 도는 모양새다. 답답한 리더십의 실종이다.
국민이 ‘경제 리더십’을 주문한 것도 그래서다. 대통령 리더십의 바탕은 국민의 지지다. 국민의 뜻에 따라 경제 정책의 방향을 바꾸고, 기업 투자 살리기가 현장에서 이행되도록 챙겨야 한다. 그게 문 대통령이 신년회에서 말한 대로 “국민께 더 희망을 드리는 나라”를 이루는 길이다.
