A government of blunder (KOR)

The meeting for innovative growth sponsored by the Ministry of Economy and Finance drew embarrassment over hydrogen-fuel cars. Deputy Prime Minister for the Economy and Finance Minister Hong Nam-ki made a goal of increasing hydrogen vehicles to 80,000 units by 2022 from the current 20,000 units in the country. But the number of hydrogen cars on the road was only 1,800 last year. Upon finding the error belatedly, the Finance Ministry scrambled to make correction. The fiasco could suggest that working-level officials in the ministry as well as the top chief do not know what they are talking about when it comes to hydrogen vehicles.

There have been speculations over hydrogen cars due to customers’ unfamiliarity with the concept. One is the fear of the cars exploding. That’s sheer nonsense. A hydrogen bomb, which North Korea claimed to have developed, requires an uranium fission reaction. But hydrogen to power electric vehicles is entirely different. Another myth is that hydrogen vehicles only benefit a big automaker (Hyundai Motor is the only local carmaker developing hydrogen-powered vehicles). But that is also nonsense.

Fuel cell electric vehicles (FCEV), including hydrogen cars, have a totally different system from combustion engine cars or electric vehicles. Hydrogen vehicles generate more value chains and therefore more jobs. About 300 companies are currently involved in the supply chain in Korea.
Hydrogen cars do not require any fossil fuels and also can purify air in the process of generating electricity. Many countries promote the hydrogen economy. Despite its grandiose words, the government has actually been passive in infrastructural investments due to growing public skepticism from wild rumors.

President Moon Jae-in vowed to promote the hydrogen economy in a meeting that Chung Eui-sun, vice chairman of Hyundai Motor, attended. Under the roadmap, the government will aim to have 6.2 million hydrogen vehicles on the road and set up 1,200 charge stations by 2040. The Economy Ministry must carry out the roadmap faithfully to make up for the poor blunder at the starting point.

2000대를 2만대라며 수소차 숫자조차 파악 못한 기재부
홍남기 경제부총리 겸 기획재정부가 개최한 ‘1차 혁신성장 전략회의’에서 어처구니 없는 해프닝이 벌어졌다. 그제 홍 부총리는 “수소차 보급을 지난해 약 2만대에서 2022년까지 약 8만대까지 확대하겠다”고 말했다. 문제는 이 발언이 사실이 아니라는 점이다. 지난해 실제 수소차 보급 규모는 1800여대였다. 기재부는 뒤늦게 오류를 발견해 발언을 정정하는 소동을 벌였다. 자료를 작성한 기재부 실무진은 물론 홍 부총리까지 기본 현황조차 모른다는 뒷말이 나오는 이유다.
그동안 국내에선 수소차를 둘러싼 괴담이 난무했다. 정부는 적극적인 대응에 나서지 않았다. 괴담은 연료인 수소 공급을 위해 수소탱크를 싣고 다녀서 폭발 가능성이 크다는 얘기부터 시작된다. 물론 완전한 무지의 소산이다. 수소폭탄은 우라늄이 있어야 핵융합을 일으킬 수 있어 수소로 전기를 일으키는 수소차와는 완전히 다르다. 더 큰 문제는 “수소차를 만들어봐야 완성차 업체인 재벌 좋은 일만 시킨다”는 괴담이었다. 이 역시 터무니 없다. 수소차(FCEV)는 내연기관차는 물론 전기차(EV)와 시스템이 다르다. 그래서 중소기업에는 새로운 일감이 생기는 기회가 된다. 그런 업체가 300개에 달하니 이런 상생이 어디 있겠나.
수소차는 화석연료를 쓰지 않는 데다 전기 발전 과정에서 공기를 오히려 정화한다. 주요국들이 수소차를 앞세운 수소경제 시대에 박차를 가하는 이유다. 이에 비해 우리는 그간 괴담이 넘치면서 정부 차원의 인프라 투자가 소극적이었다. 이런 점에서 문재인 대통령이 어제 정의선 현대차 수석부회장이 참석한 자리에서 신성장 동력으로 ‘수소경제활성화 로드맵’을 추진하기로 한 것은 매우 적절한 조치다. 로드맵은 2040년까지 수소차 누적 생산량을 620만대로, 수소충전소도 1200곳으로 늘린다는 내용이다. 현황조차 파악 못한 기재부는 차질없는 실행으로 실추된 정부 신뢰를 높여나가길 바란다.
