Radical action is needed (KOR)

President Moon Jae-in walked into a cabinet meeting Thursday stone-faced. His opening comment reflected what had irritated him. “The government must do its supporting role proactively to encourage companies to innovate as much as they like.” The regulatory sandbox — a new measure enabling companies to try out demo services and products for a certain period of time through waivers in regulations — must not act as an additional barrier to companies, he added. The rebuke has been unusual for the typically genteel president.

Whenever he tours industrial sites, the president turns to government officials to ask them to take extra care and haste in removing regulations that block corporate investment. The regulatory sandbox was finally able to launch last month because of the president’s push. The measure aims to exempt companies trying out new technologies on the market as freely as a child plays in a sandbox. The government made its first review and granted deregulatory additions in four sectors, including hydrogen fuel charging stations and DNA testing for illnesses.

But that does not mean companies can jump right in. Applicants for the regulatory sandbox must go through rigorous legal and other screening processes. The world is making rapid developments on the technological front and companies are racing to make headway. Only in Korea are companies required to line up to get permission for a limited waiver. The president lamented how he had been stunned to learn our companies need permission and have to follow a new deregulatory law for simple new services and products.

Stumbling blocks are everywhere. The president asked the government to study whether any of the 16,000 administrative rules of government offices should be removed. If deregulation does not materialize despite such a stern warning, the president must consider disciplining cabinet ministers and deputy ministers for inaction and restructure the organization and staff. Radical action is needed to achieve results.

정부 조직ㆍ인력 들어내서라도 ‘암반 규제’ 혁파하라
문재인 대통령은 그제 국무회의에 굳은 표정으로 들어섰다. 회의가 시작되자 그 이유가 바로 드러났다. 문 대통령은 “우리 기업들이 마음껏 혁신을 시도하려면 정부가 지원자 역할을 단단히 해야 한다”며 “규제 샌드박스 심의 절차가 신청 기업들 입장에서 또 다른 장벽이 되지 않도록 해야 한다”고 내각을 질타했다. 늘 온화한 표정을 짓는 문 대통령이 오죽 답답했으면 이런 식으로 대놓고 내각을 꾸짖었겠는가.
문 대통령은 올 들어 경제 현장을 돌아볼 때마다 수행 공무원들에게 기업이 투자할 수 있도록 과감하게 규제를 풀어주라고 당부해 왔다. 지난달 17일 ‘규제 샌드박스’가 진통 끝에 처음 신청을 받게 된 것도 대통령의 이런 의지가 크게 작용했다. 규제 샌드박스는 어린이가 모래밭에서 마음껏 뛰어놀듯 신기술에는 기존 규제의 적용을 일정 기간 면제해 주는 조치다. 이에 따라 정부는 11일 첫 규제 샌드박스 승인 심사를 벌였다. 그 결과 도심 수소차 충전과 유전체 분석 등 4건이 허용됐다.
하지만 기업들은 조마조마하다. 규제 샌드박스에 들어가려면 법률 검토와 심의 절차라는 또 다른 관문을 넘어서야 하기 때문이다. 지금 세계적 기업들은 급변하고 기술 변화에 대응하기 위해 ‘애자일(agile, 신속한)경영’에 나서는 있는 터에 한국 기업들은 언제 승인될지도 모를 규제 샌드박스 앞에 줄 서서 기다려야 한다는 게 말이 되겠는가. 그러니 문 대통령마저 “이번 승인 사례들을 보면서 이 정도를 위해 규제 샌드박스란 특별한 제도가 필요했던가”라고 탄식했던 것 아닌가.
더 큰 문제는 기존 산업에도 없어져야 할 돌덩어리 같은 암반 규제가 도처에 널렸다는 점이다. 문 대통령이 “1만6000여 개에 달하는 각 부처 훈령, 예규, 고시, 지칭 등 행정규칙에 대해서도 규제 측면에서 정비할 부분이 없는지 전반적으로 검토해달라”고 지시한 이유도 여기에 있다. 이런 경고 메시지에도 규제 혁파가 가시화되지 않는다면 규제를 움켜쥐고 있는 장차관을 문책하고, 산하 조직ㆍ인력을 과감하게 들어내는 조치가 필요하다. 이런 특단의 대책외에는 이제 다른 길이 없다.
